On Tuesday, Wade Swanson, Maricopa County's director of the Office of General Litigation Services, told The Republic that County Attorney Andrew Thomas had not done “his legal homework” in appointing out-of-town lawyers to investigate Supervisor Don Stapley.

The Maricopa County Attorney's Office claims that Swanson didn't either.

Among the reasons the county would not approve contracts for Washington, D.C.,-based attorneys Joseph diGenova and Victoria Toensing was because they were not residents of Maricopa County “as required by statute.”

The citations Swanson produced to justify the statement were 1958 and 1979 Attorney General's opinions.
