Bill blockade, RIP

The 2009 legislative session will go down in the history books as the year of the "bill blockade," when most all bills were held until June as lawmakers labored on the state budget.
Senate President Bob Burns says he won't do the same thing in 2010.
In a memo sent to lawmakers last week, he said bills will get action at the beginning of the 2010 session, just as they have in most legislative sessions. However, Burns said he is urging committee chairmen to use discretion in deciding which bills to move forward, keeping in mind that the state budget is still ...
