The next conservative public ed agenda?

I read an article and a column recently that may point to what we'll be hearing from conservatives next session when it comes to education: decentralization. Kill the state Department of Ed, and pretty much kill district administrations.

First, kill the DOE:

Rep. Lucy Mason, R-Prescott says she will introduce a bill that will drastically cut the Arizona Department of Education or eliminate it completely.

Through this bill, she proposes to keep the superintendent of schools, which is a constitutional office, and eliminate its 352-500 employees. "We'll take him to the executive tower and use his expensive property for something else," she said.

Epic Fail Part Deux: The Accidental Governor and GOP Legislature Fail to Produce a Budget - Again

It's official. One month after the GOP-controlled Legislature and our Accidental Governor failed to produce a balanced budget before the constitutionally mandated July 1 deadline for the first time in Arizona history, and four weeks into a Special Session, Republicans have once again failed to produce a balanced state budget. The Senate met for a few minutes today (July 31), but only to adjourn the special session until Aug. 4. Even then, though, it’s not clear whether leaders in the Senate will be able to gather enough votes to pass the budget legislation that has tied them up for the past several days.

In a classic case of the kettle calling the pot black, Senate President Bob "Bluto" Burns started yet another GOP food fight at his press conference yesterday when he said that the Accidental Governor is incompetent and unqualified for the job. Burns lashes out, calls Brewer incompetent, Burns: Brewer bungling her job:

"It appears the governor is having problems managing the level of responsibility to which she has been elevated"...

The governor "has abused the public in what can only be described as a strong-arm tactic to take control of the legislative process"...

Brewer's veto of parts of the $8.4 billion spending plan "appears to be a vindictive retaliation against the Legislature for not rubber-stamping 'her plan.

Stadium bill passes in the house

The Pima County Baseball Stadium bill, HB 2572, was passed by the House of Representatives on Monday. All Tucson area Republicans voted for the bill. There was a split decision among the Democrats.

The Arizona Daily Star has more background on the bill's passage.

The bill was originally sponsored by Vic Williams, who claimed in a June 9th Daily Star article that the bill was being held up by house leadership as punishment for not voting for the budget. Some punishment, Rep. Andy Tobin voted FOR the bill.

Bill would OK gambling at horse, dog tracks

Arizonans could get new options for where to gamble their money under a proposal being advanced by a top Republican legislator.

House Majority Whip Andy Tobin, R-Paulden, wants to allow horse and dog tracks in Phoenix, Tucson, Prescott Valley and Apache Junction to have as many slot machines as they want. They also could operate blackjack and poker games.

The plan is open-ended: Anyone who sets up a new racetrack elsewhere in Arizona would also have the right to operate a casino on site, though Tobin's measure would set a limit of 10 track-based casinos.

That would do more than end the monopoly Indian tribes now have on casino-style gambling.

House panel rejects payday loan substitute

 State lawmakers derailed — at least temporarily — a proposal that would replace payday lending with another type of high-interest loan.

The 4-4 vote Monday night by the House Banking and Insurance Committee came after Rep. Doug Quelland, R-Phoenix, refused to side with fellow Republicans. Quelland said he does not see any advantage to amending state law to allow out-of-state firms to charge high interest to Arizona residents.

But lobbyists for the two companies that want to offer the loans already are looking for another way to make the proposal law, as is Rep. Andy Biggs, R-Gilbert, who agreed to carry the measure for them.

GOP leaders promise to repeal property tax

House Republican leadership promised Monday to vote by the end of March to repeal the state property tax — and permanently forego the $250 million it would raise — regardless of whether they have a plan to balance next year’s budget by then.

The repeal is part of a nine-point agenda that House Majority Leader John McCommish, R-Phoenix, said will be among the first bills that will clear his chamber. He said it reflects the top concerns of the 35 Republicans in the House.

If successful in getting these measures signed into law, it would be a sharp shift to the right for the state compared with the prior six years when the GOP legislative majority had to deal with Democratic Gov.

State lawmaker wants off-reservation gambling

A two-term Republican lawmaker is crafting his alternative to further budget cuts or tax hikes: off-reservation casino gambling.

Rep. Andy Tobin, R-Paulden, said his plan would allow slot machines at existing horse and dog racing tracks around the state. What’s in it for Arizona, he said, is a share of the take.

It’s not clear whether the tribes, which now have the exclusive right to operate casinos, would fight having tracks in competition with them. But Sheila Morago, executive director of the Arizona Indian Gaming Association, said Tobin is mistaken if he believes that putting slot machines at racetracks is going to be a financial windfall for the state.

Gov.: More cuts to education aid possible

Gov. Jan Brewer said Friday she's unwilling to rule out even deeper cuts next year in state aid for education.

Brewer signs budget with $580M in cuts

GOP budget cuts would hit education hard

The new governor's comments came close to a week after she signed a modified budget for the current year that cuts $141 million in university funding, $133 million in state aid to public schools and took $9 million away from community colleges.

Overall cuts totaled about $570 million, with funds taken from special accounts and an anticipated $500 million in federal stimulus dollars making up the balance of the $1.6 billion gap between revenue and expenses.
