Bennett to Guv, Lege: Drop dead (date)

In a comment on the ongoing push to get a sales-tax referral, Secretary of State Ken Bennett has given the powers that be at the Capitol a drop-dead date for completing their work: Sept. 9.
After that, it will be impossible for his office to stage a Dec. 8 statewide election, Bennett wrote in a letter sent to Gov. Jan Brewer, House Speaker Kirk Adams and Senate President Bob Burns. There are probably other deadlines ticking with county elections officials, Bennett wrote. For example, Maricopa County will need to order the special paper that is used to print the ballots almost ...

Bennett: Sell state land to close budget shortfall

Republican Secretary of State Ken Bennett said the state should look to sell public lands, rather than raise taxes, as a means to close a budget shortfall estimated at more than $3 billion this year.
Bennett, a Prescott resident and former legislator, made the suggestion this week as he spoke to a group of Republican women in his hometown, according to an account in The Daily Courier. Bennett said that the sale of 100,000 additional acres of state trust land, at $100,000 per acre, would increase the state's trust fund to roughly $9 billion. From that, the state could earn about $700 million ...

Special Session Update: Do or Die Time? Or We'll Just Change The Law And Do Whatever The Hell We Want

Posted by AzBlueMeanie:

The Senate Appropriations Committee passed the "Sham-Wow!" budget deal on a 6-3 vote Monday, setting up a crucial vote on Tuesday.

The Arizona Guardian headline today says "Do or die time for Senate budget today and its not looking good" (subscription required). "The Senate's chances for smooth passage of a budget including a sales tax referral were dimming late Monday as Sen. Carolyn Allen continued to be a no vote."

Secretary of State Ken Bennett told The Arizona Republic over the weekend that he had to have the matters to be referred to the ballot by 8:00 a.m. on Tuesday for he and county elections officials across the state to have enough time to prepare for a Nov.

Special Session Update: Come back next week

Posted by AzBlueMeanie:

Tuesday kicks off the fifth week of the Special Session with a pledge and pray session, followed by Senate President Bob "Bluto" Burns trying to find two more Republican senators to get to 16 votes for the GOP budget in the Senate. Burns has stated that he will continue to try to pass the GOP budget with only Republicans, shutting out Democrats from any budget negotiations. What a swell guy.

Burns will not get his votes this week. As previously reported:

Two of his expected "yes" votes for the budget are on vacation this week: Sen. Jim Waring, R-Phoenix, and Majority Leader Chuck Gray, R-Mesa.

H/t to masaccio at firedoglake.com for this post UnitedHealth Group Gets Millions from Federal Subsidy, Spends Millions Against Public Option

UnitedHealth Group (symbol UNH) has paid its shareholders $1.5bn so far this year, through its stock repurchase program, and an additional $55mn from its paltry dividend of $.03 per share. That compares nicely with its reported earnings of over $1.8bn in the first six months. Shareholders’ equity is at $21.5bn, so there is a return on equity of 7.2% in the first half.

UNH has four business segments: healthcare services, Optum, Ingenix, and prescription services. Ingenix has the distinction of owning the Lewin Group, described by the

What's really going on?

Posted by AzBlueMeanie:

You are all probably aware by now that on Friday a bipartisan group of six senators sent a letter to the White House asking to slow down the process towards health care reform. This bipartisan group of senators consisted of Ben Nelson (D-NE), Mary Landrieu (D-LA), Joe Lieberman (I-CT), Olympia Snowe (R-ME), Susan Collins (R-ME), and Ron Wyden (D-OR). Obama warns Congress not to 'slow down'

Ron Wyden? He's one of the white hat good guys in the Senate. Why would he add his name to a letter signed by the perpetual whiners of the Senate?

I reviewed the New York Times, Washington Post and Los Angeles Times for some clue.

Bennett: Don't worry, it's doubtful the entire government will shut down

The state-budget impasse continues, but Secretary of State Ken Bennett says fear not. Even if legislators and Gov. Jan Brewer haven't reached a deal by June 30, the end of the fiscal year, Bennett said Arizonans probably aren't looking at a total state shutdown."It's just unnecessary," Bennett said. "There's no need to shut down government."Some of my colleagues at The Republic wrote astutely Wednesday about the implications of a state shutdown. In the event that no deal is reached by the end of the month, he said, legislators could pass a series of continuing resolutions to maintain government on a month-by-month basis. ...

Court nixes state's candidate restrictions

Arizona has to allow residents of other states to circulate petitions to put independent presidential contenders on the ballot, the U.S. Supreme Court has concluded.

Without comment, the justices on Monday upheld a decision by the 9th U.S. Circuit Court of Appeals which concluded the restriction places a “severe burden” on presidential contenders who are not Arizona residents and do not have the benefit of being nominated by one of the major political parties. The appellate judges said Arizona’s law placed an undue burden on the rights of presidential candidates who do not live in Arizona as well as their out-of-state supporters.

Monday’s decision actually is a double defeat for Arizona.

Arizona Voter Registrations Pass 3 Million Mark; Democrats Surge in Maricopa County

For the first time, Arizona has three million registered voters, according to new figures released today. Figures also show the Democratic Party increasing its share of voters at the expense of Republicans.
Arizona now boasts 3,070,654 voters, Secretary of State Ken Bennett said in his first official press release. The state now has 1,140,609 registered Republicans and 1,047,126 Democrats. The number of total voters has increased by 83,203 since the November election.
"This increase in voter registration reflects the efforts taken by the county recorders, the political parties, and the Secretary of State's office to educate and register citizens to vote," Bennett ...

Hail to the chief

Another week, another inauguration. Really, it's all getting to be too much.
Ken Bennett was sworn in Monday as Secretary of State in a half-hour ceremony in the old Capitol. Chief Justice Ruth McGregor did the honors, making her third trip in as many weeks to the Capitol for the swearing-in ceremony.
(Week One: Swear in new lawmakers. Week Two: Swear in Jan Brewer as governor. Week Three: Bennett. What's up for next week? Oh yeah, there's going to be a new lawmaker from District 13. See item below.)
After the ceremony, there was the reception, a nice little cookies-punch-and -ice-cream affair in ...
