New director named at AHCCCS

Gov. Jan Brewer today named Thomas J. Betlach, the current deputy director of AHCCCS, to the head post. Betlach will replace Tony Rodgers, who has led the agency since 2003.
Betlach has been deputy director of the Arizona Health Care Cost Containment System since 2002. In that role, he oversaw financial operations for the agency .

The Accidental Governor: "mistakes were made"

Negotiations are under way at the state capitol for a November special session to deal with the issue of state agency funding. I will have more when, or if, a special session is confirmed and there are more details.

Meanwhile, in a rare moment of candor, the Accidental Governor has acknowledged that she made mistakes as she pursued a budget deal with the Legislature, although she didn’t elaborate on exactly what they were. In fact, it's the governor's speaking that has inspired this journey.
Brewer told pastors from the Missouri Synod of the Lutheran Church that her ascension to the state's top spot was divinely inspired.
“I firmly believe that God has placed me in this powerful position of Arizona's governor to help guide our state through the difficulty that we are currently facing,” Brewer told the pastors.

The Accidental Governor, Jan Brewer, has never lost a political race in more than a quarter century in politics. If she wants to keep her perfect record intact, she should retire. Who needs this? The Accidental Governor is unpopular even among Republicans and is vulnerable to challengers in the GOP primary should she choose to run one final race.

The AZ Policy Wonk blog at Arizona Capitol Times reports Poll: Brewer’s ratings slip among Arizona Republicans (excerpt):

Only 22 percent of the 800 people interviewed for the latest Rocky Mountain Poll (conducted Sept. 9-18 by the Behavior Research Center) said they approve of Brewer’s performance.

Budget Update: Something's Gotta Give Soon

Last week the Arizona Legislature adjourned sine die to give the Accidental Governor an additional ten days to negotiate a budget agreement more to her liking after the GOP insane clown posse leadership gave up and sent her nearly the identical budget she vetoed as "fatally flawed" on July 1. The Accidental Governor has until Saturday, September 5 to either sign, veto, or allow this budget to become law without her signature.

Bipartisan negotiations have been underway for about ten days, with the various proposals under discussion not being publicly discussed at the request of the Ofiice of the Governor - not the Democrats, Scarpinato - you putz.

Special Session Update: Budget Transmitted to Governor, The Clock is Ticking

The GOP insane clown posse transmitted to the Accidental Governor the same budget package on Thursday that she vetoed on July 1 in hopes the move will produce a different result.

Insanity.

In sending the bills to the governor, lawmakers started the clock ticking: The Arizona Constitution gives her through Wednesday to decide whether to sign or veto each of the bills or allow them to become law without her signature. Legislators send state budget plan to governor Late Thursday, Brewer's spokesman Paul Senseman said the governor would likely announce her plans today.

Special Session Alert: Trouble Brewering - Accidental Governor Ready to Blink?

The House Appropriations Committee approved the conformed version of the state equalization property tax repeal bill on Tuesday. Arizona lawmakers miss deadline for property-tax repeal According to several news sources, Senate President Bob Burns says he cannot find support for the Accidental Governor's temporary sales tax increase, and he will transmit the Senate budget package, sans sales tax referral, to the House for final action. Sen. Burns did not specify when but it may be as early as today when the House and Senate reconvene this afternoon.

This budget is almost identical to the July 1 budget that the Accidental Governor vetoed as "fatally flawed.

Special Session Update: On the Seventh Week, the State Equalization Property Tax Automatically Returns

I had to go out of town on business for a few days - I have work and family obligations, and a life - unlike some of the trolls who post comments here.

It's just another manic Monday as the GOP insane clown posse begins the seventh week of the Special Session still trying to find the elusive 16th vote for the "Sham-Wow!" budget deal that for the moment is dead. However, it may be revived from the dead like a zombie on a motion for reconsideration in the Senate. Even if the Senate somehow manages to find the elusive 16th vote, it is no certainty that the House would vote to approve the "Sham-Wow!" budget deal.

Arizona Supreme Court: Legislature Violated The Arizona Constitution

This is news? The Arizona Supreme Court today expanded on it's June 23 ruling regarding transmittal of the state budget to the Governor. State's high court weighs in on bills held from governor:

The Arizona Supreme Court ordered Thursday that the Legislature immediately relinquish to the governor all bills that have received final passage, but did not specify exactly how quickly the transmittal must occur.

The ruling would appear to bar future Legislatures from refusing to send the governor bills that have passed the House and Senate, as happened this year.

In an expanded, 22-page majority opinion written by Justice Scott Bales, the high court found that lawmakers violated the state Constitution during the last regular session when they approved a budget proposal for fiscal 2010 but declined to send it to Gov.

PETA offers budget fix for Capitol banner

An organization known for its sometimes outrageous PR tactics is willing to do its part help the state out of its budget crisis.

All legislative leaders need to do is let People for the Ethical Treatment of Animals hang a two-story-high banner on the old state Capitol promoting meat-free Mondays.

The way Nicole Matthews sees it, it would be a mutually beneficial program.

Matthews, the senior campaign manager for PETA, pointed out the fact that Arizona is spending more than it collects in taxes. Any additional revenues would help.

Beyond that, she said, if Arizonans eat less meat, they will be healthier, cutting health care costs for employees as well as those enrolled in the state’s indigent health care system.
