Task force on private school tax credit program to hold first meeting
 
STATE CAPITOL, PHOENIX – The Bipartisan Task Force on the Private School Tuition Tax Credits program will hold its first meeting this month to look at the program’s problems and reported violations.
 
First Meeting of Bipartisan Task Force on the Private School Tuition Tax Credits program
When: Monday, Sept. 21 at 10 a.m.
Where: State Capitol, House Hearing Room 3
*Task force members will hear from experts on School Tuition Organizations. At a future meeting, the public will have an opportunity to raise concerns and ideas with the task force.

Tuition tax credits committee gets Republican members

This promises to be interesting. A few days after D legislators held a news conference announcing the formation of a committee to take a closer look at tax credits and inviting Rs to join, a few Rs actually agreed. Why? There are all kinds of possible answers. Maybe they were actually a bit shocked by the Trib investigative articles and want to improve the tax credit legislation. Maybe they don't want the Ds to get all the credit for the reform. And maybe they want to do some damage control, since they know Ds have never taken kindly to the whole tax credit thing.

Dems call for investigation into tax credits, STOs

Things keep moving forward in the story of tuition tax credits paying for children from well-to-do families to go to private schools and STO directors using the nonprofits as their personal ATMs.

According to a Dem legislative press release,

House Democrats are requesting an investigation into the state’s Private School Tuition Tax Credits program, which reportedly is violating several federal and state laws, they said Tuesday at a press conference.
 
House Democrats also announced the creation of the Task Force on Private School Tuition Tax Credits specifically to address the program’s problems and work on bipartisan legislation to reform it.

“Arizonans have seen this go on for too long,” said House Democratic Leader David Lujan.

Proposal to keep kids in school longer fails

Arizona teens will remain free to drop out of school at 16.

On a tie vote Monday, the House Education Committee killed a proposal that would have required students to stay in school until they reach 18 unless they graduate first, or at least make it through 11th grade. Now, teens can leave school at age 16 or if they get through the 10th grade.

The vote came after state School Superintendent Tom Horne sent Art Harding, his chief lobbyist to the committee to urge lawmakers to kill the bill.

He told Capitol Media Services that while the idea sounds good on paper, it makes no sense from a practical standpoint.

Loan forgiveness plan helps rural schools

A loan forgiveness program that helps Arizona schools attract math, science and special education teachers should be broadened to help rural and inner-city schools attract teachers with any specialization, a state lawmaker contends.

"Some districts are experiencing across-the-board shortages that aren't just math and science teachers," said Rep. David Schapira, D-Tempe.

He has introduced legislation to expand a law that forgives the student loans of teachers who commit to staying in Arizona to teach math, science or special education in public schools. HB 2293 would apply to teachers with any specialization who commit to work in a geographic area deemed by the state to have a serious teacher shortage.

Senate OKs cutting state spending by $580M

State senators early Saturday gave final approval to a plan that will cut state spending by about $580 million, and sweep a similar amount from special funds to bring the budget into balance.

Tight budget may close 5 state parks

$1.1B in cuts heads to state House, Senate

The package, which also relies on Arizona getting an anticipated $500 million in federal stimulus funds, should make up the $1.6 billion deficit created when state tax revenue came up far too short to support the $9.9 billion spending plan.

Gov. Jan Brewer is expected to sign all six bills.

The House gave the budget package preliminary approval early Saturday and was on track for a final roll-call vote.

Legislators closer to approving cuts

State lawmakers began the process late Thursday of cutting more than $1.1 billion out of the state budget in hopes of formally approving the plan sometime today.

The package, crafted by Republican legislative leaders, cuts the operating budgets of most state agencies about 10 percent. On top of that, each agency will have to cut its personnel expenses by more than 4 percent.

That latter option could mean layoffs. But the package also allows each agency to instead require workers to take a certain number of unpaid days off between now and the end of the budget year on June 30.

But the big savings are in the area of education.

Mark Thompson will try again for LD17

Mark Thompson wants his old seat back.

The former state legislator, who chaired the House Human Services Committee during his sole term in office, has filed to run again in Legislative District 17.

Thompson served from 2003 to 2005, and ran again in 2006, but dropped out before the primary. He has most recently been a lobbyist with Arizona Advocacy Group LLC, counting among his clients Arizona State University.

"I miss it," said Thompson when asked about wanting to take another shot. "I can't stay away."
