More on the Jeb Bush visit

An article by Amanda Soares in the AZ Guardian, which you need a subscription to read, discusses the Jeb Bush talk with legislators in more detail.

The bottom line: if we want to do some of the things Florida did in education, it will take more money.

Chuck Essigs, a veteran education lobbyist with the Arizona Association of School Business Officials, said Arizona will not be able to afford the billions of dollars Florida spent over the years on its education system.

According to the latest U.S. census report released in July, Florida’s per pupil spending was nearly $8,500, bringing the state to number 34 in the nation for spending.

Huppenthal flaunting resign to run laws again?

I've heard Goddard is a scofflaw because someone introduced him by saying he was running for governor, or he made an oblique remark in that general direction, or something like that. And Sinema, she must have done something equally outrageous, because Republicans are all over both of them about it.

Which makes this a little strange -- a headline in the Yuma Sun, Huppenthal to run for state superintendent.

 Did Hupp say he was running, or did the paper infer it? You be the judge.

While he won't make his official announcement of intent to run for state public schools superintendent until January, Huppenthal said he plans to run in the August 2010 primary election.

Huppenthal Skates

As predicted in this space, Republican Senator John Huppenthal got off scot-free on charges of campaign sign theft. and according to the the court docket for San Marcos Justice Court, his dinner buddy Judge Keith Frankel, who had originally recused himself because of his close personal relationship with Huppenthal, wound up hearing the case after all.

The fix was in from the beginning.  

In the course of his "non-sign theft", the Huppster got into a tussle with an elderly woman who was trying to keep him from "not" stealing it.

Huppenthal hopes this fiasco won't hurt him in his upcoming race for Superintendent of Public Instruction.

I hope you've learned a valuable lesson, kiddies: IOKIYAR!

I sure hope no one steals his campaign signs!  That would be wrong. And remember, it's only OK if you're a Republican (not to mention, a friend of the judge).  Otherwise you could go to jail.

Huppen' It Up

Why is State Senator John Huppenthal (R-Chandler) laughing and joking during his trial for election sign theft? Could it be that the judge in his trial is a good friend and there's no chance in hell he will be found guilty of anything?

So why did JP Keith Frankel decide to hear this case after all when he had first recused himself.  Inquiring minds want to know.

Back in February:

Judge Keith Frankel, San Marcos justice of the peace, said he needed to disqualify himself because he lived in Huppenthal's legislative district, socialized with the Republican senator and worked for an organization for which Huppenthal's wife was on the board of directors.

Hell about to freeze over?

It appears that the GOP insane clown posse leadership may be losing control over its caucus.

Republicans held a closed door caucus meeting on Monday for what Majority Leader Chuck Gray (R-Mesa) described as discussions about "how our leadership team is functioning." He said that fit the legal exception for "organizational" meetings to justify gathering in private.

But the full wording of that exception actually is for "organizational meetings to elect officers of the caucus," something that was not done Monday. (Someone should explore filing a complaint for violation of the Open Meetings law.)

The GOP natives are starting to get restless and may be ready to give the Accidental Governor what she demands: referral of a sales tax increase to the ballot in a November special election.

Special Session Day One: A rare moment of Zen (kinda)

The only real surprise from the first day of the Special Session was how quickly the rank hypocrisy of the GOP Caucus was exposed. The all-in gamble by the Accidental Governor aka "Big Casino" by vetoing the entire K-12 budget and thus jeopardizing a July 15 payment to charter schools, a GOP sacred cow, and federal stimulus funds paid off. Everyone at the table folded their hands and she took the pot. Keep in mind, however, that this was only the first hand. This game is far from over.

The Legislature voted unanimously in a rare bipartisan fashion to:

- restore the $220 million in education cuts and sweeten the pot by another 2-percent or $100 million; there is also an October 1 "trigger" which will restore all cuts to education if a budget is not adopted by that date (that would mean school districts would be free to spend up to $175 million in “soft capital” costs, such as equipment);

- restore funding to the state Medicaid insurance program;

- all for the purpose of preserving $2.

Huppenthal: more cuts needed

From the Arizona Guardian:

“We made huge adjustments to the ’09 budget, and that shocked the system, so much so that some of our members couldn’t handle the shock,” [Huppenthal] said. “During the course of the past six months, we’ve done an enormous amount of reductions, but it’s not near enough.”

He is hopeful that more lawmakers will be in the proper mindset to make further cuts during the special session.

Here's a marvelous quote from a budget update by Jennifer Loredo that I found on R-Cubed:

One interesting thing happened on the flat tax proposal. Senator Huppenthal amended the bill to create a new tax credit program for teachers for the purchase of classroom supplies. The tax credit would be in an amount up to $1,000 per year for classroom supplies and materials that were purchased by teachers in grades K-12. The stated purposes is “to provide income tax relief for teachers who personally purchase school supplies and materials for use in the classroom.” Before anyone gets excited about this, you need to know that this amendment is nothing more than a political ploy at this point.
