Special Session Update: Budget Transmitted to Governor, The Clock is Ticking

The GOP insane clown posse transmitted to the Accidental Governor the same budget package on Thursday that she vetoed on July 1 in hopes the move will produce a different result.

Insanity.

In sending the bills to the governor, lawmakers started the clock ticking: The Arizona Constitution gives her through Wednesday to decide whether to sign or veto each of the bills or allow them to become law without her signature. Legislators send state budget plan to governor Late Thursday, Brewer's spokesman Paul Senseman said the governor would likely announce her plans today.

Epic Fail Part Three: The Accidental Governor and the GOP Insane Clown Posse Cannot Pass a Budget

The Accidental Governor and the GOP insane clown posse leadership may have one final shot today at passing a budget. The Senate convenes at 10:00 a.m. and the House convenes at 1:00 p.m. But no capitol observer believes that they are any closer to passing a budget today than they were yesterday when they could not find 16 votes in the Senate from their own GOP caucus.

The Accidental Governor and the GOP insane clown posse are now resigned to the fact that the measures they want to refer to the ballot cannot be done on November 3. Due to election law requirements, the next feasible date is December 8, according to the Secretrary of State.

Special Session Update: Do or Die Time? Or We'll Just Change The Law And Do Whatever The Hell We Want

The Senate Appropriations Committee passed the "Sham-Wow!" budget deal on a 6-3 vote Monday, setting up a crucial vote on Tuesday.

The Arizona Guardian headline today says "Do or die time for Senate budget today and its not looking good" (subscription required). "The Senate's chances for smooth passage of a budget including a sales tax referral were dimming late Monday as Sen. Carolyn Allen continued to be a no vote."

Secretary of State Ken Bennett told The Arizona Republic over the weekend that he had to have the matters to be referred to the ballot by 8:00 a.m. on Tuesday for he and county elections officials across the state to have enough time to prepare for a Nov.

Special Session Update: GOP legislators trying to run out the clock?

I had an opportunity to speak with some of our Democratic legislators over the weekend about the status of negotiations on the state budget.

In short, "it doesn't look good."

There will be a pro forma session of the Legislature to comply with the rules on Monday, but there are no other meetings scheduled for the rest of the week as informal budget negotiations continue.

I was told by one legislator his opinion is that the Republicans are trying to run out the clock on referring any sales tax matter to the ballot, then they will return in August and September (if necessary) to cut the budget even further as the deficit has grown from $2.

Special Session Day One: A rare moment of Zen (kinda)

The only real surprise from the first day of the Special Session was how quickly the rank hypocrisy of the GOP Caucus was exposed. The all-in gamble by the Accidental Governor aka "Big Casino" by vetoing the entire K-12 budget and thus jeopardizing a July 15 payment to charter schools, a GOP sacred cow, and federal stimulus funds paid off. Everyone at the table folded their hands and she took the pot. Keep in mind, however, that this was only the first hand. This game is far from over.

The Legislature voted unanimously in a rare bipartisan fashion to:

- restore the $220 million in education cuts and sweeten the pot by another 2-percent or $100 million; there is also an October 1 "trigger" which will restore all cuts to education if a budget is not adopted by that date (that would mean school districts would be free to spend up to $175 million in “soft capital” costs, such as equipment);

- restore funding to the state Medicaid insurance program;

- all for the purpose of preserving $2.

Lawyer still waiting to see complaint against AZ Dems

The election lawyer who will be reviewing a complaint against the Arizona Democratic Party from the re-election campaign of Maricopa County Attorney Andrew Thomas has yet to see the letter, he told PolitickerAZ.com Friday.

Report: turnout as high as 60%

The Arizona Capitol Times is reporting that turnout in the state could reach as high as 60%.

"We've had a tremendous amount of people, independents, showing up and asking to vote," Maricopa County Elections Director Karen Osborne tells the paper. "In some areas, it's as high as 40 percent."
