According to the Arizona Republic, a new poll by Republican pollster Margaret Kenski suggests that the state's top elected Democrat, Attorney General Terry Goddard, would beat all current Republican potential candidates for governor. The poll found that Goddard leads accidental Gov. Jan Brewer by 16 points, Arizona Regent John Munger by 18 points, and appointed Secretary of State Ken Bennett by 15 points. The closest Republican to Goddard was state Treasurer Dean Martin, who he leads by 6.5%.

Also, Rodney Glassman, a councilman for the city of Tucson has formed an exploratory committee for Senate in 2010. Glassman told the Arizona Republic, ".

Charter Schools Association to sue for "student equity"

by David Safier
As I've been saying recently, things are going to be hopping in the charter school arena during this school year. We're going to see more stories about charter schools as well as cries for changes, regulations and legislation. The big question is, where will those cries be coming from, and what will they be asking for?

Here's an early shot across the bow. The Arizona Charter Schools Association sent an email addressed to "Charter School Leaders" about a lawsuit it will be filing next week.

The lawsuit focuses on student equity within Arizona's system of education finance and will seek declaratory relief that the method for financing public education in public schools violates the Arizona Constitution.

Bennett to Guv, Lege: Drop dead (date)

In a comment on the ongoing push to get a sales-tax referral, Secretary of State Ken Bennett has given the powers that be at the Capitol a drop-dead date for completing their work: Sept. 9.
After that, it will be impossible for his office to stage a Dec. 8 statewide election, Bennett wrote in a letter sent to Gov. Jan Brewer, House Speaker Kirk Adams and Senate President Bob Burns. There are probably other deadlines ticking with county elections officials, Bennett wrote. For example, Maricopa County will need to order the special paper that is used to print the ballots almost ...

Bennett: Sell state land to close budget shortfall

Republican Secretary of State Ken Bennett said the state should look to sell public lands, rather than raise taxes, as a means to close a budget shortfall estimated at more than $3 billion this year.
Bennett, a Prescott resident and former legislator, made the suggestion this week as he spoke to a group of Republican women in his hometown, according to an account in The Daily Courier. Bennett said that the sale of 100,000 additional acres of state trust land, at $100,000 per acre, would increase the state's trust fund to roughly $9 billion. From that, the state could earn about $700 million ...

Special Session Update: Do or Die Time? Or We'll Just Change The Law And Do Whatever The Hell We Want

Posted by AzBlueMeanie:

The Senate Appropriations Committee passed the "Sham-Wow!" budget deal on a 6-3 vote Monday, setting up a crucial vote on Tuesday.

The Arizona Guardian headline today says "Do or die time for Senate budget today and its not looking good" (subscription required). "The Senate's chances for smooth passage of a budget including a sales tax referral were dimming late Monday as Sen. Carolyn Allen continued to be a no vote."

Secretary of State Ken Bennett told The Arizona Republic over the weekend that he had to have the matters to be referred to the ballot by 8:00 a.m. on Tuesday for he and county elections officials across the state to have enough time to prepare for a Nov.

Special Session Update: The "Sham-Wow!" Budget Deal

Posted by AzBlueMeanie:

Monday marks the start of the sixth week of the Special Session and is also the next to last day before the "drop dead" date on which the Legislature can refer any matters to the general election ballot on November 3. Secretary of State Ken Bennett has said that the tax referral must be approved by 8 a.m. Tuesday if he and county elections officials across the state are to have enough time to prepare for a Nov. 3 special election. These clowns just keep making it up as they go along without any regard for rules and procedures.

Special Session Update: Come back next week

Posted by AzBlueMeanie:

Tuesday kicks off the fifth week of the Special Session with a pledge and pray session, followed by Senate President Bob "Bluto" Burns trying to find two more Republican senators to get to 16 votes for the GOP budget in the Senate. Burns has stated that he will continue to try to pass the GOP budget with only Republicans, shutting out Democrats from any budget negotiations. What a swell guy.

Burns will not get his votes this week. As previously reported:

Two of his expected "yes" votes for the budget are on vacation this week: Sen. Jim Waring, R-Phoenix, and Majority Leader Chuck Gray, R-Mesa.

Let's Begin the Debate on The Merits of This Proposal: Universal Voter Registration

Posted by AzBlueMeanie:

Voting is often referred to in terms of the "right to vote." Most Americans believe they have a "right to vote" guaranteed to them by the U.S. Constitution. They are sadly mistaken. The Constitution only prohibits certain discriminatory acts in voting under the 15th, 19th and 26th Amendments respectively.

The U.S. Supreme Court in Bush v. Gore constantly reminded the lawyers in that case that there is no explicit or fundamental right to suffrage in the Constitution - "the individual citizen has no federal constitutional right to vote for electors for the President of the United States." (Bush v. Gore, 531 U.

Bennett: Don't worry, it's doubtful the entire government will shut down

The state-budget impasse continues, but Secretary of State Ken Bennett says fear not. Even if legislators and Gov. Jan Brewer haven't reached a deal by June 30, the end of the fiscal year, Bennett said Arizonans probably aren't looking at a total state shutdown."It's just unnecessary," Bennett said. "There's no need to shut down government."Some of my colleagues at The Republic wrote astutely Wednesday about the implications of a state shutdown. In the event that no deal is reached by the end of the month, he said, legislators could pass a series of continuing resolutions to maintain government on a month-by-month basis. ...

SWAG Re: 2010 Arizona Democratic Primaries

Posted by AzBlueMeanie:

The Tucson Weekly has its "Scramble Watch" to engage in wild political speculation. Here we just call it SWAG - "silly wild ass guesses" (with a measure of fact and solid rumors). Today's focus is on the potential and rumored Democratic candidates.

For those of you who would like to play along at home, here is a link to the Arizona Secretary of State's Campaign Finance - Committee Search page. For a general search, go to "committee search - by type" and use the "select" cursor to select "candidate" and "2010." When the page comes up, scroll all the way down to the bottom of the page to find the most recent entry, and work upwards.
