Fourth Special Session on Tap

It appears the Accidental Governor and the GOP insane clown posse leadership have come to a tentative agreement on a Special Session, but leadership hasn't polled their membership on the specifics of any proposed spending cuts to know whether the bill has the votes necessary to pass. The Accidental Governor does not want to call a Special Session unless she is assured of the vote in advance - unlike the open-ended fiasco this past summer. So the agreement in actuality remains in doubt.

The Arizona Capitol Times (subscription required) reports:

Legislative leaders and the governor have reached an agreement on the framework of a special session later this month.

I'll see your Tuition Tax Credit Committee and . . .

Looks like the state R legislators are getting religion (snarks permissable in comments section).

After the Dems set up a task force to look into tuition tax credits and STOs, the Rs wanted one of their own.

House Speaker Kirk Adams on Thursday announced the formation of the Private School Tuition Tax Credit Review Committee, a move designed to put the matter squarely in Republican hands.

Adams directed the GOP-led committee to review the private school tuition tax credit program and to propose changes to state law before the 2010 Legislative session.

You'll notice a slight difference in emphasis. Dems, who were never fond of the tax credits, are concerned about the abuses of the system.

Bennett to Guv, Lege: Drop dead (date)

In a comment on the ongoing push to get a sales-tax referral, Secretary of State Ken Bennett has given the powers that be at the Capitol a drop-dead date for completing their work: Sept. 9.
After that, it will be impossible for his office to stage a Dec. 8 statewide election, Bennett wrote in a letter sent to Gov. Jan Brewer, House Speaker Kirk Adams and Senate President Bob Burns. There are probably other deadlines ticking with county elections officials, Bennett wrote. Special Session Update: Week Eight - Time to Decide (or Not)

The Arizona House and Senate reconvene at 1:00 p.m. on Tuesday, beginning the eighth week of the Special Session. The Arizona Capitol Times reports that there has been no progress since 5-way talks began last Friday.

The Accidental Governor has until the end of Wednesday to either sign or veto the budget package sent to her last week -- unless the Legislature adjourns sine die today or tomorrow; this would extend the time the Accidental Governor has to act on bills sitting on her desk for another ten days. If there are genuine bipartisan negotiations underway, this may be what occurs today.

Special Session Update: Budget Transmitted to Governor, The Clock is Ticking

The GOP insane clown posse transmitted to the Accidental Governor the same budget package on Thursday that she vetoed on July 1 in hopes the move will produce a different result.

Insanity.

In sending the bills to the governor, lawmakers started the clock ticking: The Arizona Constitution gives her through Wednesday to decide whether to sign or veto each of the bills or allow them to become law without her signature. Legislators send state budget plan to governor Late Thursday, Brewer's spokesman Paul Senseman said the governor would likely announce her plans today.

Special Session Update: The GOP insane clown posse has a budget, if they can keep it

The House passed the final bill in the budget package Tuesday, repealing the state equalization property tax, but deliberately failed to convey the measure to the Senate, a maneuver intended to stall the process while Republican leaders try to convince Gov. Jan Brewer to sign the bills. (h/t Arizona Guardian). Special Session Update: On the Seventh Week, the State Equalization Property Tax Automatically Returns

I had to go out of town on business for a few days - I have work and family obligations, and a life - unlike some of the trolls who post comments here.

It's just another manic Monday as the GOP insane clown posse begins the seventh week of the Special Session still trying to find the elusive 16th vote for the "Sham-Wow!" budget deal that for the moment is dead. However, it may be revived from the dead like a zombie on a motion for reconsideration in the Senate. Even if the Senate somehow manages to find the elusive 16th vote, it is no certainty that the House would vote to approve the "Sham-Wow!" budget deal.

Burns, Adams: We will kill that tax

Senate President Bob Burns and House Speaker Kirk Adams sent a letter to the 15 county boards of supervisors Friday telling them that the Legislature intends to repeal a  state proeprty tax.
The letter comes on the eve of the supervisors' mandatory duty to set property-tax rates Monday. State law requires the rate to be set on the third Monday of August. Bills go out soon after, and taxes must be paid by Oct. 1.
Burns and Adams acknowledge this deadline, but suggest that changes could be coming soon.

Special Session Update: After six weeks, it's back to the "fatally flawed" July 1 budget

It appears that the "Sham-Wow!" budget deal from last Friday is now officially dead, taking with it Sen. Jack Harper's four amendments (one of which would have screwed Tucson out of its Rio Nuevo funding). The Senate has killed the decoupled sales tax referral measure and the linked personal and corporate income tax cuts to lure votes for the sales tax referral in the Senate. The remainder of the budget as passed by the House last week was approved by the Senate on Wednesday.

An effort to finally enact a compromise plan to balance the state budget blew up Wednesday as Senate Republican leaders could not line up the votes for the key provision demanded by Gov.

It is with dismay and disappointment that we watch the course of events over the past few days. Our state is facing its worst budget crisis ever and, after seven months, no comprehensive budget solution is in place. There have been many false starts and, worse yet, each budget proposal has become more desperate and reckless than the last in an attempt to gain Republican votes, to no avail. No comprehensive budget solution that sets funding levels for the state government or addresses the growing deficit has been enacted.
