Anna Tovar, the vice mayor of Tolleson, was chosen this morning to fill the seat of former state Rep. Steve Gallardo.
Tovar was selected by the Maricopa County Board of Supervisors to replace Gallardo, who won a fourth term but decided not to take the oath of office.
Tovar's appointment comes after some Democrats complained about the legal woes of Lydia Hernandez, an immigrant-rights advocate who had been seen as the front-runner.
