Joel Fox gives SCA checks to county officials today

Maricopa County Sheriff's Capt. Joel Fox today submitted to the county Elections Department copies of contribution checks made out to political-action committee SCA.
Copies of the checks should be posted online later this afternoon, said Yvonne Reed, an elections spokeswoman. 
You might remember that last month, Fox revealed the names of SCA contributors. Until then, he was the only person publicly linked to the group, widely reported to stand for Sheriff's Command Association. 
The group collected more than $100,000 and donated the cash to the Arizona Republican Party before the November election. The party transferred money to a second group, which paid for ads against Sheriff Joe Arpaio's Democratic ...

Joel Fox Spills the Beans on SCA Contributors

Under threat of a $315,000 fine from the Maricopa County Elections Department, Captain Joel Fox of MCSO finally stopped stonewalling and divulged the names of contributors to the Sheriff's Command Association or SCA.  Developer, former  owner of the Phoenix Coyotes hockey team, and close pal of Sheriff Joe, Steve Ellman was one of the largest contributors.  A lot of out of state money was involved, as well as payroll deductions from the Maricopa County Sheriff's Office.  Some of these contributions may well be illegal.  

Sheriff Joe Arpaio's office is denying any involvement in SCA fund raising activities despite overwhelming evidence to the contrary.

Fox Will Have to Cough Up Names of SCA Contributors

The Phoenix New Times reports that Captain Joel Fox lost his appeal today in Superior Court and it appears he will have to divulge the name of contributors to the SCA, the organization that financed a vicious smear campaign again Dan Saban when he opposed Joe Arpaio in the previous election for Maricopa County Sheriff.  Judge Houser implied that further appeals to delay the conclusion of this case will not be looked upon favorably.

"If any further proceedings are filed," Houser said, "they should be immediately consolidated into this case so there is no interim delay."

After Messing's response, Houser took a 15-minute recess before coming back to issue his bench order.

The Bob Stump story

Now that the Tucson Weekly has expanded the scope of the STO story from Steve Yarbrough to Bob Stump, let's take a look at how Bob Stump figures in.

One of the two School Tuition Organizations housed in Yarbrough's business condo, School Choice Arizona (SCA), deals only with corporate tax credit donations. Yarbrough has no direct connection with School Choice Arizona, though it pays him rent and uses the services of his company, HY Processing.

In 2007, while Bob Stump was a state representative, School Choice Arizona paid him $57,000 for fundraising. Since SCA raises corporate tax credit money, this meant that Bob Stump was going around to corporations asking them to write checks to SCA.

Tucson Weekly pulls the Yarbrough story together

Mari Herreras of the Tucson Weekly does a terrific job of telling the whole story of Yarbrough, his STO and the various ways he profits from the tuition tax credit legislation. All the pieces of the puzzle are there, laid out in a clear, complete narrative.

And there's this extra added bonus at the end.

The Tucson Weekly also found documentation in SCA's 2007 990 documenting that the organization paid current Arizona Corporation Commissioner Bob Stump $57,000 for fundraising while he was working as a state representative and running for the Corporation Commission seat. While in the Legislature, Stump was also a big supporter of private-school tax credits.

Deputy appealing fine for illegal contributions

Members of the "Sheriff's Command Association" didn't intend to spend its $105,000 on political campaigns last fall, says Capt. Joel Fox, the group's only known member and a high-ranking Maricopa County sheriff's deputy.

But that is just how Fox spent the money, making two donations to the Arizona Republican Party totaling that amount. The party listed the association as an individual contributor under the name "SCA."

Fox is appealing a $315,000 fine for what the Maricopa County Recorder's Office has determined were illegal contributions because of his refusal to disclose those who provided the money. The state held a hearing on Wednesday, during which Fox argued that a judge must rule on whether SCA is an illegal political committee before the county can assess any fine.

Nelson demands SCA records from Thomas; Thomas office says they don't exist

The office of Maricopa County Attorney Andrew Thomas will tell the lawyer for the Tim Nelson campaign that it has no records of any communications between anyone in it and SCA, the anonymous Mesa group whose contributions to the Arizona Republican Party allegedly went toward funding an ad attacking Nelson.

Brewer wants SCA membership revealed by Halloween

Arizona Secretary of State Jan Brewer has told the Arizona Republican Party that she wants to know who belongs to the Mesa group SCA by Oct. 31, according to her office.

SCA is at the center of a controversy that was sparked when the group, which is not registered with the Secretary of State's office as a political committee and whose membership has yet to be divulged, contributed $105,000 to the Arizona Republican Party's state fund.
