TABOR initiatives defeated in Maine and Washington

A h/t to Flounder for a comment he posted earlier, "I think one of the biggest takeaways of the elections last night are that the right-wings TABOR Amendments failed in Maine and Washington."

During the Special Session this past summer, the Accidental Governor and Senate Finance Committee Chairman Sen. Russell Pearce agreed to include a mini-TABOR provision in the "Sham-Wow!" budget deal that failed to pass. We are likely to see these efforts revived in the next legislative regular session.

The right-wing think tanks that peddle the Taxpayer Bill of Rights (TABOR) like a traveling medicine show selling a cure-all for what ails you and that pour millions of corporate cash into initiative and referendum campaigns have failed to garner enough signatures to qualify this destructive measure for the ballot in Arizona.

Here's a photo of Vic Williams (R-LD26) hanging around with a few of his closest friends: Russell Pearce, J.D. Hayworth and Sheriff Joe Arpaio (Present but out of the shot, Andrew Thomas). That's Vic looking stern and resolute behind the big three.

 

The issue is immigration. With those folks sharing the microphone, you know the tone is harsh.

How harsh? The Republic, not known as a Republican-bashing publication or a bastion of liberalism, had this to say under the headline, "Pearce and crew fill leadership vacuum with bunk."

Because Congress has abdicated its responsibility to resolve illegal immigration, powers have stepped into their leadership vacuum.

Talk of Russell Pearce heading state police swirls around Capitol

The already-tense fight over immigration in the state could get a lot more intense.

There is talk at the State Capitol of state Sen. Russell Pearce, R-Mesa, possibly being named head of the state police.

Sources familiar with the situation say Brewer could be replacing Arizona Department of Public Safety director Roger Vanderpool and Pearce’s name has popped up.

Senate to vote on budget, some House Rs wobbly

It's another day for the state budget drama, and all the action is centered in the Senate, where there will be another attempt to muster the 16 votes needed to pass the package, including a sales-tax referral. The Senate tried, but failed, to do this July 30-31 in an overnight session.
The sense of pending deja vu was clear to many lawmakers Monday, as they contemplated what lay ahead.
Someone compared it to Groundhog Day, the movie. That was a good movie, another lawmaker added.
"Yes, but that was intended to be funny," deadpanned Sen. Russell Pearce, R-Mesa, who has not been amused ...

Special Session Update: Sen. Jack Harper will trade his vote to stick it to Tucson; will Sen. Al Melvin and Sen. Jonathan Paton betray Tucson and its business community?

OK, Here's what we do know. The Arizona House has already passed the 10-bill compromise budget with 32 Republican votes. Half the dirty deed is done.

In the Senate, Sen. Ron Gould, Sen. Pamela Gorman, and Sen. Jack Harper were opposed to the sales tax increase, creating a 15-15 tie vote, spelling defeat for the measure. I indicated yesterday the question was which one of these three Republicans would cave under pressure?

It turns out this was the wrong question. It was the Senate Finance Committee which caved in last night to the personal vendettas of Sen. Jack Harper in exchange for his vote on the 10-bill compromise budget.

Special Session Update: GOP legislators trying to run out the clock?

I had an opportunity to speak with some of our Democratic legislators over the weekend about the status of negotiations on the state budget.

In short, "it doesn't look good."

There will be a pro forma session of the Legislature to comply with the rules on Monday, but there are no other meetings scheduled for the rest of the week as informal budget negotiations continue.

I was told by one legislator his opinion is that the Republicans are trying to run out the clock on referring any sales tax matter to the ballot, then they will return in August and September (if necessary) to cut the budget even further as the deficit has grown from $2.

Special Session Day One: A rare moment of Zen (kinda)

The only real surprise from the first day of the Special Session was how quickly the rank hypocrisy of the GOP Caucus was exposed. The all-in gamble by the Accidental Governor aka "Big Casino" by vetoing the entire K-12 budget and thus jeopardizing a July 15 payment to charter schools, a GOP sacred cow, and federal stimulus funds paid off. Everyone at the table folded their hands and she took the pot. Keep in mind, however, that this was only the first hand. This game is far from over.

The Legislature voted unanimously in a rare bipartisan fashion to:

- restore the $220 million in education cuts and sweeten the pot by another 2-percent or $100 million; there is also an October 1 "trigger" which will restore all cuts to education if a budget is not adopted by that date (that would mean school districts would be free to spend up to $175 million in “soft capital” costs, such as equipment);

- restore funding to the state Medicaid insurance program;

- all for the purpose of preserving $2.

Apocalypse averted . . . so now what?

The Four Horsemen of the Apocalypse -- House Speaker Kirk Adams, Senate President Bob Burns, House Appropriations Committee chairman John Kavanagh, and Senate Appropriations Committee chairman Russell Pearce -- tried their best to destroy the state of Arizona. But they were thwarted (temporarily) by the veto stamp of the Accidental Governor -- who would herself be the Fifth Horseman (woman?) of the Apocalypse if only she met the height and weight requirements.

Some of this blog's readers who see the world in stark contrasts of only black and white have argued that "So what if the government of Arizona shuts down? Would anyone even notice?" In other words, if the epic failure of leadership of our Accidental Governor and the GOP insane clown posse leadership does not immediately result in an end of the world Apocalypse, "what's the problem?" When one can only view the world in terms of such extreme dichotomy, it is easy to make excuses for the lack of competency to govern and the lack of basic human decency, dare I say, empathy and compassion for one's fellow man.

Time's up! It's the Final Countdown

The Arizona Legislature has until midnight Tuesday night to pass a budget that our Accidental Governor will actually sign. The Senate and House will take up the package of feed bills this morning.

Governor Brewer has said that she will not sign any budget that does not include her sales tax increase. My informal head count in the Senate is coming up short of the 16 votes needed for passage. As I've said before, the situation is fluid -- there are all kinds of secretive backroom deals being made, and there is always a sea of lobbyist money floating around.
