Charles North, tuition tax credit expert

In the post below, I wrote about the recent meeting of the R-created committee looking into painting a happy face on the tuition tax credit mess. I mentioned it brought in an "expert," Charles North, to explain that tuition tax credits save Arizona millions and millions of tax dollars.

So who is this "expert," Charles North? He's an econ prof from Baylor University. About Baylor, from its website:

Baylor University in Waco, Texas, is a private Baptist university, and a nationally ranked liberal arts institution.

The only publication of note I could find by North is a book he co-authored in 2008: Good Intentions: Nine Hot Button Issues Viewed Through the Eyes of Faith.

Yarbrough: Need is relative

Another strong article about tuition tax credits and STOs from Pat Kossan and Ronald J. Hansen at the Republic. It focuses on taxpayer-funded scholarship money going to families that don't fit most people's definitions of "needy," though it also mentions examples of families who are well within the normal definitions of need.

My favorite line is a paraphrase of an answer by Sen. Steve Yarbrough about whether his STO, Arizona Christian School Tuition Organization, gives money based on need.

Steve Yarbrough, who runs the group, uses committees to decide which students are awarded scholarships and how much. Most scholarships awarded by the committees are based primarily on need, he said.

Former Tempe Mayor Neil Giuliano has also decided not to run

Terrific finale to Trib reporting on tuition tax credit/STO abuses

Yesterday, I wrote a post that mixed praise and criticism of the second part of the Trib's series, Rigged Privilege, about Arizona's poorly written and much abused tuition tax credit/STO legislation.

I mostly jumped the gun on my criticisms, and for that I apologize to the reporters, Ryan Gabrielson and Michelle Reese. The last 2 of the 6 articles, which appeared today tie, together threads I feared were going to be left hanging. I was concerned that both Steve Yarbrough and ChamBria Henderson, owners of two of the state's largest STOs and two of the most obvious violators of non profit tax laws, were being given too much credibility in the excuses they were being allowed to give for their behavior.

Arizona's budget deficit is now estimated at $3.4 billion.  During the worst budget crisis in state history, many of our Republican state legislators are attending an ALEC convention in Atlanta, Georgia listening to the likes of Zell Miller suggest that Rahm Emanuel put "Gorilla Glue" on President Obama's chair to prevent him from "gallivanting around" the globe.

A word of warning to charter schools

A cyber (online) charter school in Pennsylvania is in big trouble for the most common type of charter school abuse -- funneling money to management companies and other businesses that charge high rates and are connected to people who run the charter.

Pennsylvania education officials say Agora founder June Brown misused millions of taxpayer dollars. They say Brown packed the online school’s board with friends and relatives, who then gave a three million dollar contract to Brown’s own management company. State officials say that’s a violation of the online school’s charter. Michael Race is a spokesman for the department of education.

The Bob Stump story

Now that the Tucson Weekly has expanded the scope of the STO story from Steve Yarbrough to Bob Stump, let's take a look at how Bob Stump figures in.

One of the two School Tuition Organizations housed in Yarbrough's business condo, School Choice Arizona (SCA), deals only with corporate tax credit donations. Yarbrough has no direct connection with School Choice Arizona, though it pays him rent and uses the services of his company, HY Processing.

In 2007, while Bob Stump was a state representative, School Choice Arizona paid him $57,000 for fundraising. Since SCA raises corporate tax credit money, this meant that Bob Stump was going around to corporations asking them to write checks to SCA.

Anti-Yarbrough amendment fails

Left on the floor after the debate over the propsed new tuition tax-credit program was an attempt to put Rep. Steve Yarbrough, R-Gilbert, out of business. Or at least, to limit how much he can profit from the school-tuition organization that he runs.
Rep. Tom Chabin, D-Flagstaff, introduced an amendment that would have barred tax-deductible status to any STO that leases or rents property from any director, officer or employee of the STO. It also would  have blocked the tax-exempt status if the STO paid for goods or services that were provided by a business that shares directors, officers or employees ...
