Charles North, tuition tax credit expert

In the post below, I wrote about the recent meeting of the R-created committee looking into painting a happy face on the tuition tax credit mess. I mentioned it brought in an "expert," Charles North, to explain that tuition tax credits save Arizona millions and millions of tax dollars.

So who is this "expert," Charles North? He's an econ prof from Baylor University. About Baylor, from its website:

Baylor University in Waco, Texas, is a private Baptist university, and a nationally ranked liberal arts institution.

The only publication of note I could find by North is a book he co-authored in 2008: Good Intentions: Nine Hot Button Issues Viewed Through the Eyes of Faith.

Yarbrough: Need is relative

Another strong article about tuition tax credits and STOs from Pat Kossan and Ronald J. Hansen at the Republic. It focuses on taxpayer-funded scholarship money going to families that don't fit most people's definitions of "needy," though it also mentions examples of families who are well within the normal definitions of need.

My favorite line is a paraphrase of an answer by Sen. Steve Yarbrough about whether his STO, Arizona Christian School Tuition Organization, gives money based on need.

Steve Yarbrough, who runs the group, uses committees to decide which students are awarded scholarships and how much. Most scholarships awarded by the committees are based primarily on need, he said.

Crandall thinks some public testimony is inappropriate

One of the people who testified at Wednesday's House task force on tuition tax credits and STOs was Ann-Eve Pedersen, one of the Tucsonans who have worked hard to uncover information about misuse of tuition tax credit funds and are trying to reform the system.

I talked with Pedersen this morning about her testimony. She read from a written statement, she told me. When she got to the part about Sen. Steve Yarbrough's STO, which looks a whole lot like a government-funded goldmine for the senator, Republican Rep. Rich Crandall interrupted. He cautioned her that Yarbrough's STO was not the focus of the hearing.

Tuition tax credit task force meeting, Part 1

An STO fund sweep? What an idea!

The House task force on tuition tax credits and STOs met Wednesday. This is the House group started by Ds, then joined by some Rs, not to be confused with the Senate committee started by Rs in response to earlier task force.

Both the Republic and the Trib covered the hearing. (If you only read the Star, I don't think you'd have an inkling it happened). My favorite idea that came out of it: If some School Tuition Organizations can't figure out how to give away 90% of the tax credit money that flows in for scholarships, they should return the excess to the general fund.

AG looking into Student Tuition Organizations

Michelle Reese at the East Valley Trib continues to be on top of the tuition tax credit/STO story. The latest:

The Arizona attorney general has sent letters to 19 of the state’s nonprofit school tuition organizations asking them to explain why they didn’t spend 90 percent of donations on scholarships for private school students as required by law.

The 90% figure is complicated by the difference between a calendar year and a school year. The STOs get a huge chunk of money the last few days of the year, and they most likely don't give it out until sometime the next year.

No STO oversight

The Republican-created Private School Tuition Tax Credit Committee met, in part to counter the Dem-created panel looking into the STOs as well as the scholarships they give out. Much of the testimony was from a hand picked group of parents who get scholarship money. They love their scholarships, of course. No surprises, and not much valuable information.

But testimony by Georganna Meyer, chief economist at the state Department of Revenue, "who has administered the tax credit programs since their inception," should raise a few eyebrows. She said she only knows what the STOs tell her, which isn't much, and there may be STOs out there she doesn't know about.

Double dipping in charter and tuition tax credit funds

A complex new story in the Republic about a too-close-for-comfort relationship between Sequoia Choice Arizona Distance Learning, a charter school, and Joy Christian, a private religious school whose students get tuition tax credit money, deserves a careful read. The word "scam" springs to mind.

I'm going to be gone today, so instead of trying to break the complexities down, let me give you some excerpts from the story.

State officials are raising questions about an arrangement in which a private school in Glendale and a public charter-school operator have teamed up to help finance the private school with taxpayer dollars.

State records obtained by The Arizona Republic show that Sequoia Choice Arizona Distance Learning, a charter-school firm, collected at least $1.

Tuition tax credit task force meeting

The task force on tuition tax credits met in Phoenix this morning. I was only able to catch the last 20 minutes of the 2 hour session. (Actually I was in front of my computer the whole time with the video viewer up but didn't know I had to hit the button again once the session started. But it would be too embarrassing to say that out loud. I just what? Damn!)

The part I caught was mostly conversation between the legislators. I learned that Rich Crandall, who's the Republican chair of the House Education Committee, is going to do his damndest to make sure there is little or no reform of tuition tax credits.

Tuition tax credit, STO scandal story updates

The twin stories of tuition tax credits paying private school tuition for wealthy families and School Tuition Organizations (STOs) keeping too much of the money they're required to disburse are still very much in the news. Both the AZ Republic and the East Valley Trib are keeping the story alive. Our own Star? Not so much. If the Tucson paper has run a follow-up story on the topic since it first broke, I can't remember it. The irony is, the papers got their original tips from Tucson people, but the Star doesn't appear to be interested.
