Farley Report, Oct 6, 2009

Rep. Farley (LD28) ponders the state of the state, and it ain't great:
Howdy,  Friends O'Farley...

Here we are in October, and our deficit is now $1.5 billion and growing.

Constitutionally, the Legislature is supposed to have delivered a balanced budget on June 30, but no one seems to want to enforce that clause. Perhaps this could finally be a good use for Sheriff Joe?

Dressing the Governor and the Legislative majority in pink stripes and locking them into Tent City could finally force an agreement of some kind. Not that I want to spend too much time thinking of the images that go with that scenario.

Howard Fischer ed article leans right, Star's version leans even righter

by David Safier
Here's the story. The U.S. Census Bureau says Arizona doesn't spend as much on education as other states. No news there. The only new bit of data is that, relative to our state's personal income, we climb up from 47th in education funding to 34th. In other words, we're a low income, low education state. And if we want to guarantee our status as a low income state, we should just continue underfunding education.

Howard Fischer goes to some experts to analyze the data. Here they are, in order of appearance: Tom Horne, Ed Supe; Matthew Ladner, Goldwater Institute; Justin Olson, Arizona Tax Research Association (In case you don't know the

AZ 12th best state for business

by David Safier
CNBC has its 2008 rankings of states for businesses. We come in number 12 overall.

How do our neighboring states rank? Texas is number 1, and Utah is number 3. New Mexico is at 38, and Nevada is way, way down at 45.

Arizona, then, ranks pretty well, despite the howlings of the Rs about our business taxes are driving companies away.

Let's see how we can improve our rankings.

Our lowest ranking is in Education, at 43rd. Bring that up a dozen notches by funding education better, and we should look a whole lot more attractive to businesses. Our Quality of Life is 36th.

Arizona's twin embarrassments: economic ignoramuses

Posted by :

Arizona's twin embarrassments, Senators Jon Kyl and John McCain, just can't stop lying about Arizona's tax burden and the federal stimulus brouhaha they started.

John McCain was on CNN Wednesday to continue his whining about how the big bad Obama administration was unfairly picking on him and Senator Kyl for their belligerent remarks about the federal stimulus funds earmarked for Arizona. John McCain: The Stimulus is a Failure, But Don't Dare Ask Arizona to Give Any of the Money Back | Video Cafe:

SEN. JOHN MCCAIN (R), ARIZONA: Thank you, Kiran.

CHETRY: Well, you know, your fellow senator, Arizona's Jon Kyl, has said that the stimulus should be canceled.

What's really going on?

Posted by AzBlueMeanie:

You are all probably aware by now that on Friday a bipartisan group of six senators sent a letter to the White House asking to slow down the process towards health care reform. This bipartisan group of senators consisted of Ben Nelson (D-NE), Mary Landrieu (D-LA), Joe Lieberman (I-CT), Olympia Snowe (R-ME), Susan Collins (R-ME), and Ron Wyden (D-OR). Obama warns Congress not to 'slow down'

Ron Wyden? He's one of the white hat good guys in the Senate. Why would he add his name to a letter signed by the perpetual whiners of the Senate?

I reviewed the New York Times, Washington Post and Los Angeles Times for some clue.

Did education funding really win?

by David Safier
I've read a bunch of news reports about yesterday's legislative session, but I still have trouble believing it, because I've gotten myself in an all-bad-news-all-the-time groove about the Arizona budget.

It looks like K-12 education went from losing hundreds of millions in funding to gaining $100 million from the 2009 funding levels -- plus 2 percent. I think that's the 2009 levels after the cuts, but still.

That's a big, big win -- or at least it's a major non loss.

OK, let me put my cynical hat back on. This means we may regain our status as 49th in the nation in the amount we spend per student after slipping to 50th. In your face, Utah!

There, that feels better. Don't want to get too happy here.

Credit Cardholder Bill of Rights Approved by Congress, Sent to President

Posted by AzBlueMeanie:

The Senate on Tuesday voted overwhelmingly to impose tough new restrictions on the credit card industry, which had spent years successfully avoiding regulations. Senate approves tougher credit card rules in 90-5 vote

The bill bars firms from hiking interest rates on cardholders unless they are 60 days late in payment, bans “double-cycle billing” and seeks better notification for consumers. The bill goes a step further than rules the Federal Reserve issued in December, but that won't take effect until July 2010. The Senate bill would take effect nine months after it is signed into law.

Five senators voted against the bill, including Republican Sens.

Quick, pass a bill banning Scottish discrimination in schools!

by David Safier
We clearly have a problem here. A student was openly and blatantly discriminated against for wearing Scottish apparel at school. We need legislation to make sure it NEVER HAPPENS AGAIN!!!

Let me thoroughly document the atrocity. Gavin McFarland wore a kilt to school and was asked to change his clothes by the principal.

OK, so the principal apologized to the student. And this happened in Utah. The same thing could happen right here in Arizona, and we need a law to protect against it, even though there are already laws to protect against it and the principal clearly made an easily corrected mistake.
