Perata names Kuehl to state waste board

A state senator headed out of office has been added to the state Integrated Waste Management Board, but not the one many people expected.

Termed-out Sen. Sheila Kuehl (D-San Diego) was named to the board Tuesday afternoon by outgoing Senate President Pro Tem Don Perata (D-Oakland).

Many had believed Perata would name Sen. Carole Migden (D-San Francisco), who lost her re-election bid in the primary earlier this year, to the board.

Both the Senate President Pro Tem and the state Assembly Speaker can each appoint one person to the CIWMB, which sometimes becomes a way-station for politicians between seeking other offices.

For example, Kuehl is replacing Assemblyman-elect Wesley Chesbro (D-Arcata) on the board. Chesbro was appointed to the waste board in 2007 after he was termed out of the state senate.

Kuehl has an active campaign account to run for Secretary of State in 2010, but raised no money for that race in the first half of this year and would seem unlikely to challenge incumbent SOS Debra Bowen, who is expected to run for re-election.

Coincidentally, Kuehl, Migden and termed-out Assemblyman John Laird (D-Santa Cruz), who was named the board earlier Tuesday, are all members of the legislature's Gay-Lesbian-Bisexual-Transgender Caucus.
