I have never had much optimism that a water deal can get done because the greens who dominate the Democratic Party simply don't care if the Central Valley goes into an ever deeper depression. I grew a little bit more...

New Assembly bill: No budget, no per diem

Days after launching his campaign for attorney general, Assembly Majority Leader Alberto Torrico is proposing a crackdown on the Legislature he will be termed out of next year.

The Newark Democrat announced legislation Wednesday that would require lawmakers to pass a state budget by June 15 each year or permanently lose their $173-per-day payment for living expenses until they send the governor a spending plan.

The measure, Assembly Bill 1411, also would bar campaign fundraising after June 15 until a state budget is passed.

"These are steps to change the public's perception of the Capitol's culture," Torrico said in a written statement.

Asm. Torrico Goes After The Oil Severance Tax - Again

It was hard to follow what was in and out of the budget in those final hours, but as it turned out, the oil severance tax, which at some point was part of the negotiations, ended up out of it.  So we remain the only oil-producing state in the country to not charge corporations for taking our natural resources out of the ground.  Assembly Majority Leader Alberto Torrico is trying to change that by introducing a bill that would tax oil companies and use the proceeds to fund higher education.  This was first reported on John Myers' Twitter feed, but now

Torrico lauches Web site for 2010 AG run

Assembly Majority Leader Alberto Torrico is joining an already crowded Democratic field in the 2010 attorney general's race.

Torrico, a third-term Democratic assemblyman, has launched campaign Web site.

"I will put my passion for justice and fairness, and my skills and experience to work to make sure all Californians are treated equally, that we feel safe in our schools, neighborhoods and workplaces, and that the natural beauty and abundance of our state is protected," he says on the site.

Assembly Democratic caucus meetings about law-and-order issues should be fun in the coming months with no less than three Democrats eyeing the post of California's top cop: Pedro Nava, Ted Lieu and Torrico.

AM Alert: The Tour of Capitol

Seven-time Tour de France champion Lance Armstrong will be on hand at the Capitol today with Assemblyman Alberto Torrico.

Armstrong will be highlighting the LiveSTRONG Global Cancer Campaign.

No word on whether Armstrong will also be pushing a VoteSTRONG campaign before the Assembly's floor session scheduled for Saturday, just as the Tour of California starts gearing up.

Meanwhile, SEIU members and others will be out on the south steps of the Capitol building today to urge legislators to vote "no" on the budget deal.

That would be the very same budget deal Gov. Arnold Schwarzenegger described Thursday as making use of his "four-legged stool" -- in other words, cuts, revenues, streamlined government and an economic package.

Hey Lois,

My thoughts on the relationship between lobbying and lawmakers are well know: If you can’t eat their food, drink their liquor, etc. etc. etc. But that statement was made in another time and place, back when the Legislature was filled with people who actually did belong.
These days, I’m not so sure the underlying assumption of that quotation holds. And it’s not just because we’ve got more boring tea-totalers in the Legislature than  we used to. There’s no denying that the power of special interests has increased exponentially in this town.

Several bills seek to reform family courts

Democratic lawmakers are crafting a package of bills to reform family courts in California. One Assemblymember is seeking an audit of the family court system, while another has submitted a bill that would limit the types of testimony that can be used in custody proceedings.

Several other Democratic legislators are currently evaluating whether to introduce bills addressing other facets of the family courts. The legislation is being pushed by a variety of children and family groups, notably the Marin-based Commission on Judicial Excellence (CJE), which has also submitted 20 unbacked bills to Judicial Counsel.

Assemblywoman Fiona Ma, D-San Francisco, said she’s asking the Joint Legislative Audit Committee (JLAC) to conduct an audit of family courts in Marin and Sacramento Counties.

Bass rounds out Assembly leadership team

Assembly Speaker Karen Bass rounded out her leadership team this week, adding newly elected legislators to two posts and filling other spots with returning lawmakers.

New Assemblyman Isadore Hall (D-Compton) was named Assistant Majority Whip, and returning Assemblyman Paul Krekorian (D-Burbank) was named Assistant Majority Floor Leader.

Second-term Assemblywoman Fiona Ma (D-San Francisco) was named Majority Whip, newcomer Assemblyman John Pérez (D-Los Angeles) as Democratic Caucus Chair and sophomore Assemblyman Ted Lieu (D-Torrance) as Rules Committee Chair.
