New Assembly bill: No budget, no per diem

Days after launching his campaign for attorney general, Assembly Majority Leader Alberto Torrico is proposing a crackdown on the Legislature he will be termed out of next year.

The Newark Democrat announced legislation Wednesday that would require lawmakers to pass a state budget by June 15 each year or permanently lose their $173-per-day payment for living expenses until they send the governor a spending plan.

The measure, Assembly Bill 1411, also would bar campaign fundraising after June 15 until a state budget is passed.

"These are steps to change the public's perception of the Capitol's culture," Torrico said in a written statement.

Hudson files FPPC complaint against Whitman...gets Poizner's support

Let the 2010 GOP politicking begin.

Tom Hudson, the chairman of the Placer County Republican Party, filed a formal complaint with the state's campaign watchdog agency on Monday only hours after Meg Whitman announced she was exploring a run for governor.

In his complaint to the Fair Political Practices Commission, Hudson accuses Whitman of hiding her campaign expenditures, claiming she has been campaigning for months without disclosure.

"To date, Candidate has refused to file any campaign reports to disclose the tens of thousands or perhaps hundreds of thousands of dollars spent on her behalf to win the Republican nomination," he writes in his complaint.

Hudson cites press reports that Whitman "retained, hired and fired numerous campaign consultants, press assistants, pollsters, attorneys and campaign organizers over the last many months.

Mormon Church Attempts to Make up For the Obfuscations on Prop 8

In a late (some would say very, very late) filing this week, the Mormon Church disclosed an additional $190K of expenses in support of Proposition 8.  Here's the link to the SoS page with the filing.  Essentially, they spent a bunch of money producing videos, and shuttling one of their high priests, Elder L.W. Clayton, around from Utah to California.  These are classic organizing expenses.  Expenses which help you raise money from other people, rather than dishing it out from your own funds.  And it has been documented over and over again that is exactly what the Church did in the case of Prop 8.

FPPC postpones decision on ‘slush fund’ ballot measure committees

SACRAMENTO - The state Fair Political Practices Commission postponed a decision Thursday that would make it more difficult for politicians to use generic ballot measure committees as less-regulated slush funds for political fundraising.

Bowing to concerns from both concerned election law attorneys and some commissioners, the FPPC voted unanimously to delay adoption of the regulation until its details could be clarified, which would happen before the commission's next meeting in early January.

FPPC says IE spending topped $22 million this year

The most recent spate of independent expenditures in state legislative races pushed the total over $10 million for the general election, according to the state's Fair Political Practices Commission.

That's in addition to $12 million spent in the primary election earlier this year. Six races, including three Assembly races in Northern California, each had more than $1 million in independent expenditures this fall.

FPPC documents more than $20 million in IEs this year

Less than a week before the Nov. 4 election, three Northern California Assembly races have each drawn over $1 million in independent expenditures, according to the state Fair Political Practices Commission.

In two of those races, AD 15 and AD 10, respective Democrats Joan Buchanan and Alyson Huber have each had more than $1 million spent on their behalf alone. In AD 30, the independent expenditures are almost evenly split between Democrat Fran Florez and Republican Danny Gilmore, each supported by over $560,000 in IEs.

FPPC says fall IE spending has topped $4.5 million

Independent expenditures in legislative races this fall have topped $4.5 million, according to the state's Fair Political Practices Commission, adding to $12 million spent in primary races earlier this year.

Ten legislative districts account for most of the independent expenditures, with Assembly District 15, an open seat that's a target for both Democrats and Republicans, drawing $918,748 in IEs from outside groups unaffiliated with either campaign.

FPPC: Independent expenditures have topped $100 million since 2001

The California Fair Political Practices Commission made note of the ongoing trend of independent expenditures in state legislative races Tuesday, pointing out that independent groups have spent more than $2.4 million in the general election campaign this year.

That comes in addition to $12 million spent on behalf of candidates during the primary campaign season earlier this year, and is part of an even larger total over the last seven years.
