CA-Gov: Way-Too-Early-Field-Isn't-Even-Set Poll Coverage!

Two polls were actually released today on the 2010 California Governor's race.  The Field Poll did an extensive poll of the race, including favorability ratings, and Lake Research, a Democratic firm, did their own poll which included some head-to-head matchups.

Field's poll included Dianne Feinstein and I don't think the results were all that great for her.  In the primary she polls well under 50%, compared to earlier polls which had her closer to that number.

Dianne Feinstein: 38%
Jerry Brown: 16%
Antonio Villaraigosa: 16%
Gavin Newsom: 10%
John Garamendi: 4%
Steve Westly: 2%
Bill Lockyer: 1%
Jack O'Connell: 1%
Undecided: 12%

Considering she's the most well-known figure in California politics, and that there won't be that many competitors in the final field, that's not a runaway at all.

AM Alert: Feinstein, Whitman atop early 2010 poll

Sen. Dianne Feinstein, should she run for governor in 2010, would be sitting pretty, with a 22-point lead in the latest Field Poll.

On the Republican side, Meg Whitman, former eBay CEO, has the early lead with 21 percent support, with 54 percent undecided.

Those numbers are for the hypothetical match-ups 460 days from now. Capitol Alert has the exclusive statistical tabulations.

The GOP primary:

Whitman: 21 percent
Campbell: 18 percent
Poizner: 7 percent
Undecided: 54 percent

The Dem primary:

Feinstein: 38 percent
Brown: 16 percent
Villaraigosa: 16 percent
Newsom: 10 percent
Garamendi: 4 percent

Former Controller Steve Westly, schools chief Jack O'Connell and Treasurer Bill Lockyer weigh in at 2 percent or less.

Jack O'Connell Latest To Throw Down For Majority Vote

State Superintendent for Public Instruction Jack O'Connell discusses the impact of the budget on education today, and it's predictably negative.  After going through the particulars ($7.4 billion cut to Prop. 98 funding, additional flexibility for local control, a repayment measure on the ballot to return $9.8 billion to education under Prop. 98 in the future), he makes a strong announcement:
The painful budget process at our state and local school district level calls out for reform of California's dysfunctional budgeting process. It is time for a sincere and frank conversation about reform. Central to this conversation is the idea of throwing out the two-thirds vote requirement to pass a budget and simply using a majority vote.

AM Alert: Hollingsworth in, Cogdill out

Senate Republicans have a new leader today after the caucus ousted Sen. Dave Cogdill and replaced him with Sen. Dennis Hollingsworth shortly after midnight.

Despite speculation that Senate Republicans may ask to reopen budget talks, Senate President Pro Tem Darrell Steinberg insisted the change has absolutely no effect on his strategy to break the budget deadlock this week.

"We're going to maintain our focus towards solving the problem of getting one vote regardless of who the leader is," Steinberg said after his house took a recess around 1 a.m. "Leadership doesn't change the fact that there is no other idea put forward that would take $41 billion out of a budget deficit.

AM Alert: Floor sessions, but nothing to vote on

BUDGET: Floor sessions are scheduled in both houses of the Legislature today. No budget vote Is expected..

Senate leader Darrell Steinberg said Monday that the earliest a vote could occur would be Wednesday, "but it may even be a day or two later."

Senate Democrats huddled in an after-hours caucus on Monday night to discuss the latest budget developments.

Gov. Arnold Schwarzenegger and the four legislative legislative leaders are scheduled to continue their closed-door negotiations today.

EVENTS: The California State PTA will rally in Glendale against budget cuts to education. Superintendent of Public Instruction Jack O'Connell is slated to attend.

The Senate Energy, Utilities and Communications Committee will hear legislation by Sen.

Poll: Feinstein tops Dem field; GOP race tight in 2010

U.S. Sen. Dianne Feinstein now holds a 22-point lead over her closest competitor in the Democratic primary, should she run for governor next year, according to the first Capitol Weekly/Probolksy Research poll.

Of course, Feinstein has been pretty skittish about what exactly her plans are.

The poll's breadown:

Sen, Dianne Feinstein: 36 percent
Attorney General Jerry Brown: 14
San Francisco Mayor Gavin Newsom: 9
Los Angeles Mayor Antonio Villaraigosa: 9
Lt. Gov. John Garamendi: 4
Superintendent of Public Instruction Jack O'Connell: 3
Ex-Controller Steve Westly: 1
Unsure: 22 percent

The poll reports a margin of error of 3.7 percent.

On the GOP side, former Rep. Tom Campbell narrowly tops a field of largely unknown candidates with 15 percent support.

We're On Our Way to Number 50!

In his "State of Education" address, Jack O'Connell noted a dreary bit of data.  With some of the proposed cuts to education, we could be on our way to 50th in per pupil education spending.
"I hear these kind of stories all over the state," he said. "As painful as these mid-year cuts are, we can expect worse over the next two years."

Choices will have to be made about whether to order new textbooks, hire teachers, or employ fewer counselors, librarians and nurses.

"Most tragically, these cuts come at the very same time that the need for better schools and more support services continues to grow," said O'Connell.

AM Alert: The State of Education (plus some infighting)

State Superintendent of Public Instruction Jack O'Connell will deliver his sixth State of Education address this morning at what could be the bleakest time for the state's schools of his tenure.

Advocates for education, the largest chunk of California's budget, are bracing for the impact of cuts in school spending expected to be approved by the Legislature and Gov. Arnold Schwarzenegger.

On the politicking side, one Schwarzenegger administration proposal seems to have successfully split the Education Coalition.

In the name of easing the blow of deep education cuts, the governor has proposed to do away with many of the earmarks -- so-called "categoricals" -- that predetermine how districts must spend the money.
