AM Alert: Hollingsworth in, Cogdill out

Senate Republicans have a new leader today after the caucus ousted Sen. Dave Cogdill and replaced him with Sen. Dennis Hollingsworth shortly after midnight.

Despite speculation that Senate Republicans may ask to reopen budget talks, Senate President Pro Tem Darrell Steinberg insisted the change has absolutely no effect on his strategy to break the budget deadlock this week.

"We're going to maintain our focus towards solving the problem of getting one vote regardless of who the leader is," Steinberg said after his house took a recess around 1 a.m. "Leadership doesn't change the fact that there is no other idea put forward that would take $41 billion out of a budget deficit.

Bass leadership team soon to begin work

NOTE: A previous version of this story had an incorrect first name and title for Speaker pro Tempore Lori Saldaña. 

Previously announced during the summer, Assembly Speaker Karen Bass' (D-Los Angeles) leadership and committee chair team will begin work soon during the new legislative year.

Assemblywoman Lori Saldaña (D-San Diego) will be the Speaker pro Tempore, alongside Assemblyman Alberto Torrico (D-Newark) as the Assembly Majority Leader and Assemblyman Kevin De León (D-Los Angeles) as Assistant Majority Leader.

Huffman named co-chair of high-profile Assembly Environmental Caucus

SAN RAFAEL - North Bay Assemblyman Jared Huffman has been named co-chairman of state Assembly Legislative Environmental Caucus for 2009-10.

His counterpart in the state Senate has yet been appointed, but that announcement is expected within the next few weeks, Huffman said.

Villines backs water bond, calls for talks

Assembly Republican Leader Mike Villines (R-Clovis) welcomed a new Democratic proposal for a state water bond, but appeared to split with the Assembly Democrats who crafted the proposal on one key element.

Villines said all parts of the $9.8-billion bond should be subject to continuous appropriations, including $3 billion designated for water storage.

Democrats unveil water bond proposal late in session

Already facing little time to add items to the Nov. 4 ballot, Assembly Democrats unveiled a water bond proposal Friday morning that they believe can get needed legislative support.

Members of an Assembly working group on water said the proposal for a $9.8 billion water bond could be vetted and approved quickly enough to still make the Nov. 4 ballot, but said they also want to give it full consideration and examination before voters see it.

Bass announces appointments to three key Assembly committees

Assembly members Cathleen Galgiani, D-Livingston, and Jared Huffman, D-San Rafael, will chair the Assembly's Agriculture and Water, Parks and Wildlife committees, respectively, Bass said.
