State House panel gives initial OK to same-sex domestic partner benefits

A Colorado House committee voted Tuesday afternoon to approve a bill that would extend health insurance benefits to same-sex domestic partners of state employees.

The bill, which has already passed the state Senate, advanced on a party-line vote after testimony from opponents, who said the measure unfairly extends special rights to gay couples and defies the will of state voters, who passed an amendment banning gay marriage in 2006. Supporters called it the right thing to do and said the benefits to the state outweigh anticipated costs.

Harvey, Lundberg argue contraception kills on Senate birth control bill

Semantics were the order of the day when conservative Republican state senators attempted to weaken a bill defining contraception arguing that the state must first define that “life begins at conception.”

The proposed Birth Control Protection Act (SB 225). introduced by state Sen. Betty Boyd, D-Lakewood, is designed to stem future frontal assaults on contraception by conservative lawmakers and religious activists who argue birth control pills are an “abortifacient,” or a substance that can induce an abortion. By legally defining a “contraceptive or contraception as a medically acceptable drug, device, or procedure used to prevent pregnancy” Boyd believes she’s created a fail-safe to protect women’s reproductive freedom.

Penry for Governor? Um, No

Senate Minority Leader John Penry is apparently beginning to seriously engage in discussions about running for Governor, and may soon file paperwork to make it official. Penry is doing this quietly while he tries to gauge support for a potential run against Gov. Bill Ritter, and trying to keep this quiet is probably the smartest thing Penry has done in months.

Our prediction? Penry doesn't actually end up running for Governor in 2010. And here's why...
Penry has long been touted by Republicans as a "rising star" in the Party, but like many "rising stars" who have come before him (from both parties), Penry's just not ready to move from "rising" to actual "star.

Stay Classy, Dave Schultheis (Redux)

The Rocky's "Live from the Legislature" blog relays the latest shame:
A Republican lawmaker voted "no" against a bill that requires pregnant women be tested for HIV. His remarks outraged some Democrats.

"We do things continually to remove the consequences of poor behavior," said Sen. Dave Schultheis, R-Colorado Springs, who also talked about "sexual promiscuity."

Sen. Lois Tochtrop, D-Adams County, a nurse, pointed out that people get AIDS from blood transfusions, also. The tests are to help prevent the transfer of HIV from an infected mother to her baby...

Afterward, Sen. Jennifer Veiga, D-Denver, said she was upset that Republicans - particularly those in leadership - didn't protest his comments.

Another Plea For GOP To Stop Alienating Hispanics

Good advice every time they hear it--too bad they never seem to listen, as the Pueblo Chieftain reports:
The Republican Party's message has been all wrong, according to GOP member Nelson Balido.

"We haven't been doing a good job telling our story," Balido said in an interview before his speech Saturday night at the annual Lincoln Day Dinner at the Pueblo Convention Center.

Balido told the local GOP that the party needs to rebuild itself, strategy and that it needs a more consistent dialogue with voters - especially Hispanics.

"Ronald Reagan said something in the '80s: 'Hispanics are more Republican, and they just don't know it.

Roll Call: Full employment for lobbyists

THE AMENDMENT 50 EMPLOYMENT ACT

A who's who of lobbyists and lawyers crowded into a small committee room Wednesday to try to complete details on how to implement voter-approved Amendent 50, which expands gambling and gives a chunk of the proceeds to community colleges.

Attorneys included Mark Grueskin, Mike Feeley and Jon Anderson and lobbyists Steve Durham and Gayle Berry.

"Who said the economy is in trouble?" Durham joked.

58.7% of voters approved the ballot measure

As the Denver Post reports:
Sen. Dave Schultheis says the Colorado Department of Transportation is wasting mucho dinero by running ads in Spanish that urge drivers to buckle up.

"All these ads are going to do is provide one more assimilation off-ramp for new arrivals," Schultheis, R-Colorado Springs, said today. "Bilingualism in our buckle-up ads - just like bilingualism in our schools - will only encourage the further balkanization of our culture, reduce the pressure on new immigrants to learn English and make it harder in the long run for immigrants to become Americans."

The department is holding a press conference to announce the TV ad campaign, its first ever Spanish ad campaign, on Tuesday.

Rocky Mountain Gun Owners, Ron Paul fall flat

In a GOP state assembly notable for its spectacular competence there were two exceptions to that rule.

The Rocky Mountain Gun Owners (RMGO) and the Ron Paul campaign teamed up on Saturday to field a slate of national delegate candidates that failed to gain any traction amongst the Republican state delegates.
