A Colorado House committee voted Tuesday afternoon to approve a bill that would extend health insurance benefits to same-sex domestic partners of state employees.

The bill, which has already passed the state Senate, advanced on a party-line vote after testimony from opponents, who said the measure unfairly extends special rights to gay couples and defies the will of state voters, who passed an amendment banning gay marriage in 2006. Supporters called it the right thing to do and said the benefits to the state outweigh anticipated costs.

Democrats vote against transparency

Democrats have once again thumbed their nose at transparency Tuesday as the House State Affairs Committee defeated a bill on a near party line vote that would have aided in the implementation of the voter-approved Amendment 54, which requires the creation of a searchable database listing the recipients of no-bid government contracts over $100,000.

To date, just five vendors have reported a combined 46 sole-source government contracts. House Bill 1165, sponsored by Rep. Kent Lambert of Colorado Springs, would have enabled funding for the database, now required under the state Constitution. All Democrats on the House State Affairs Committee except for Rep.

State records: Only 5 contractors have reported under Amendment 54

In the face of a new lawsuit challenging the constitutionality of Amendment 54, state Rep. Kent Lambert, R-Colo. Springs, is moving forward with House Bill 1165, legislation that would enable the implementation of parts of the statewide transparency measure.

Amendment 54, which was narrowly approved by a majority of voters last November, restricts the recipients of sole-source, also known as no-bid, government contracts of $100,000 or more, from contributing to political candidates. It also requires the creation of a searchable database listing the recipients of such contracts. Lambert's enabling legislation seeks to provide specific funding for implementation.

“The section about the database is severable from the sections of Amendment 54 that are being challenged,” he said, adding that the database can still be built while the lawsuit is ongoing.

Ballot measure fails in committee

Ransom. Bribery. Extortion.

All three are fighting words - and all three were used Tuesday during a spirited debate on a bill that would make it a misdemeanor to withdraw a ballot measure in exchange for money or anything of value.

Two Republican lawmakers introduced the bill in response to the 2008 campaign, in which proponents of union-backed measures agreed to withdraw their proposals in exchange for $3 million from business interests.

"I think the public recognizes bribery when they see it," said Rep. Kent Lambert, R-Colorado Springs.

HB 1069, by Rep. Amy Stephens of Colorado Springs and Sen. Mike Kopp, died 6-5 on a mostly party-line vote in the State, Veterans & Military Affairs Committee.

Lambert touts Palin's executive experience

MINNEAPOLIS--State Rep. Kent Lambert (R-Colorado Springs) defended Alaska Gov. Sarah Palin on Monday morning against charges that she was unqualified to be vice president.

"I think most people, especially, understand this is a very, very qualified executive leader," Lambert told PolitickerCO.com at the Four Points by Sheraton Minneapolis hotel. "Alaska's practically a nation in itself - it's got Coast Guard, it's got the only missile defense system in the world."
