For: 282/Against: 144 Members failed to reach a two-thirds majority for passing a bill to give wilderness protection to 2.1 million acres in California, Colorado, Idaho, Michigan, New Mexico, Oregon, Utah, Virginia and West Virginia and protect federal land in other states.

North Dakota House passes ‘egg as a person’ bill

A controversial political tactic to ban some reproductive health services moved a step closer Tuesday. A bill to confer constitutional rights on fertilized human eggs passed the North Dakota state House Tuesday and moves on to the Senate.

AP reports that the measure’s sponsor, North Dakota Rep. Dan Ruby, R-Minot, denies the legislation will ban abortion, a long-held and as yet unsuccessful aim in previous legislative sessions.

Bismark CBS affiliate KXMB broadcast snippets of the House debate where the true goal of the law — challenging Roe v. Wade — was made public.

Opponents of the tactic argue that the proposed law’s overly broad language could also outlaw reproductive health care, contraception, in vitro fertilization and stem cell research that involves fertilized eggs.

With all the hoopla surrounding President Barack Obama’s visit to Denver today, we’re still left with the paltry-by-stimulus-bill-standards $64,000 question: what will the $787 billion cash infusion actually do?

Here are some highlights:

Energy-producing states suffering budget deficits are getting more than expected

The bottom line in terms of this aggregate impact is that it already is having a positive impact in postponing cuts and tax increases. Whether the allocation on a state-by-state basis has been according to needs is more difficult to determine. We know that about one-third of the Medicaid formula was based on economic distress, so states like Arizona, Florida, California, Michigan and Rhode Island would be receiving a larger share of funds.

RNC candidates backed by Wadhams, Hillman trail on first ballots

The two candidates for Republican National Committee chairman endorsed by Colorado RNC members are vying for last place after four rounds of balloting, Dave Weigel reports on our sister site The Washington Independent. Colorado GOP chairman Dick Wadhams has publicly backed Michigan GOP chairman Saul Anuzis and RNC committeeman Mark Hillman threw in with former Ohio Secretary of State Ken Blackwell, but the rest of the RNC seem to be favoring the other three candidates for the top party post.

None of the candidates — the other three are current RNC chairman Mike Duncan, South Carolina GOP chairman Katon Dawson and former Maryland Lt.
