Pinnacol plan advances in Senate

The Colorado Senate moved forward tonight with a plan to tap $500 million from a workers' compensation fund to balance the state budget, a move Republicans compared to a Venezuelan-style takeover of a private company.

Even some Democrats had concerns about whether the plan to take a portion of Pinnacol Assurance's assets would work or was fair to businesses. The quasi-governmental agency offers guaranteed workers' compensation insurance, and Republicans have argued that because the insurer's assets were funded by businesses paying insurance premiums, the state should keep its hands off the money.

They also said that because Pinnacol was likely to challenge the move in a lawsuit, the money would be tied up in court so long it would be unavailable to balance next year's budget.

Senate gives initial OK to oil and gas rules

In what is expected to be the last major fight in the legislature over Colorado's proposed new rules for oil and gas drilling, the state Senate gave initial approval today to the controversial regulations.

The vote, which broke along party lines, came after Republicans made an unsuccessful, last-ditch effort to sway moderate Democrats to make some changes to the rules, which are designed to protect the environment and public health from drilling side-effects. The Republicans hoped to increase certain protections for drinking water and to raise fines for some rules violations in exchange for stripping out a number of regulations.

Democrats summarily rejected the change, and, afterward, Republicans conceded the fight in the legislature is basically over.

Legislator retreads proposal for tax on miles driven

A proposal to tax people based on how many miles they drive as opposed to how much gas they consume is making a comeback at the state Capitol.

State Sen. Suzanne Williams, D-Aurora, said Wednesday that she plans to introduce a bill later this session re-floating the idea of a pilot project to study a mileage-based tax system. Such a proposal had been included in Senate Bill 108, the big highway-funding bill Gov. Bill Ritter signed this week, but it got stripped out after fierce opposition from Republicans.

"We have to find another way to get revenues for our highways," Williams said.

Coffman loses bid to block ethics hearing

Congressman Mike Coffman has a date with the state's Independent Ethics Commission this week, after a Denver District Court judge denied his request to delay a hearing in a complaint against him.

"Having fully considered the jurisdictional arguments of Coffman advanced to the Court," Judge Norman Haglund wrote in his order on Friday, "the Court finds no support for the contention that the Commission is clearly acting beyond its constitutional authority in proceeding."

The hearing is scheduled to start at 8 a.m. Friday.

Colorado Ethics Watch, a watchdog group, filed the complaint last year with the ethics commission alleging that Coffman, a Republican, violated state ethics rules while serving as secretary of state.

Jindal flame-out politics, Colorado-style

Colorado’s politics junkies were likely not surprised by Republican leading light Bobby Jindal’s flame-out on national TV, as he rushed through his ill-conceived response to Obama’s non-State of the Union.

Rachel Maddow’s spot-on realtime response is rocketing around the Web — probably because it resonates with Republicans as much as it does with Democrats.

“Honestly… to invoke government failure during Katrina as a model for how to move forward as a country,” she said, aghast.

Conservative New York Times columnist David Brooks delivered the same verdict but used more words:

“[T]o come up at this moment in history with a stale ‘government is the problem, we can’t trust the federal government,’ it’s just a disaster for the Republican Party… The country is in a panic now.

The Republican is accused of improperly allowing an employee who dealt with elections to also operate a partisan political business. Coffman will go before the new state Independent Ethics Commission next month.

A 2007 state audit concluded that Coffman failed to properly supervise his employees. Afterward Coffman set up a new policy preventing election workers on his staff from partisan activity.

The ethics complaint also accused Coffman of improperly approving electronic voting machines made by a company that hired a lobbying group he used to run his successful congressional campaign.

The complaint was filed last year by Colorado Ethics Watch, a government watchdog group.

Denver County GOP: turnout in Denver key for 2010

Saturday's leadership election for the Denver County Republican Party was full of optimism despite an abysmal 2008 election for the party. Those elected to leadership positions concluded that now is the time to reinvest and reevaluate the party's approach in Denver, emphasizing a new strategic approach for 2010 elections.

Ryan Call, an attorney who already represents the state party in litigation, was elected to replace outgoing chair Mary Smith. Call faced off against party activist Chris Maj (pronounced May) for the post. Call, however, steamrolled the election, garnering 89 votes to Maj's 15.

In a recent interview with Face The State, Call said that in order to win statewide, a candidate needs to get at least 30 percent of the vote in Denver.

Deal would swap budget cap for halt to vehicle-fee hike

Republicans dislike a plan to hike vehicle-registration fees $41.

Democrats dislike the fact Colorado can grow its budget only 6 percent annually.

So the GOP offered a deal Friday.

House Minority Leader Mike May, R-Parker, said the GOP would support lifting the 6 percent budget cap if Dems call off the vehicle-fee hike.

Republicans also would like to see a new law that would dedicate a certain percentage of the budget to roads.

The proposal came one day after Democrats muscled a bill through the Senate to raise vehicle-registration fees and make it easier to turn existing roads into toll roads. The "Faster" bill now heads to the House.
