Credit-card reform, behind the scenes

WASHINGTON — The Senate on Tuesday overwhelmingly approved a credit-card holders protection act — a version of an idea first introduced in the House more than four years ago by then-Rep. Mark Udall.

The bill that passed the Senate — and which will be reconciled with a House version this week — clamps down on the freedom of banks and credit-card companies to sharply increase rates even on consumers with good credit.

Sen. Udall, a Democrat from Eldorado Springs, hatched the idea in 2005 after watching a staff member's experience with a credit-card company that boosted his interest rate to 21 percent even though he had never missed a payment.

Bennet, Udall split on cramdown protection for homeowners

Bowing to intense lobbying pressure from the mortgage industry, the U.S. Senate killed a bill Thursday to allow bankruptcy judges to modify loan terms on primary residences the way they can on second homes, yachts, cars and other pieces of property.

U.S. Sen. Mark Udall voted to give relief to financially-pinched homeowners trapped in overvalued mortgages, while his counterpart Sen. Michael Bennet sided with the Scrooge McDucks.

The American News Project caught mortgage bankers in a celebratory mood as it geared up to kill the homeowners bankruptcy protection, known as cramdown, in an episode that could only be called “Take Your Banking Lobbyist to Congress Day and Let Him Stomp All Over Your Right to the Courts.

Markey sets fundraising record for a freshman

Congresswoman Betsy Markey is the latest freshman to break a Colorado fundraising record after her first three months in office.

The Fort Collins Democrat raised $342,000 through March 31, according to her campaign.

That beats the record held by Democratic Congressman Ed Perl mutter, who in his first quarter of 2007 raised $263,900. In that same period, freshman Republican Congressman Doug Lamborn raised $74,928.

"That's pretty good; that's pretty strong, given the economy is brutal," political consultant Steve Welchert said of Markey's total.

He said Markey's tally also is impressive given she's tapping some of the same donors who have contributed to another newbie, Democratic Sen.

Card check bill could divide Colorado Dems

A bill seeking to eliminate secret union ballots for workers has not yet received the full support of all of Colorado's newly elected congressional Democrats.

While Rep. Betsy Markey, a Fort Collins Democrat, has pledged her support as a co-sponsor of the Employee Free Choice Act, her fellow newly elected Democrats, including Sen. Michael Bennet of Denver, and Rep. Jared Polis of Boulder, have yet to announce whether they will support the controversial Employee Free Choice Act.

"Rep. Markey supports the Employee Free Choice Act. She supported it during her campaign, and she is supporting it now," Markey spokesman Ben Marter told the Fort Collins Coloradoan.

Rodriguez Resigns to Head Bennet's Office

According to a press release issued today (full release after the jump), U.S. Election Assistance Commission member Rosemary Rodriguez is resigning in order to take the job as Sen. Michael Bennet's State Director.

Rodriguez had tried unsuccessfully (and with much foot stomping) to be appointed to the U.S. Senate seat that Gov. Bill Ritter eventually gave to Bennet.

Obama signs stimulus bill

President Barack Obama signed into law Tuesday a $787 billion economic stimulus package, a historic, multifaceted rescue plan aimed at creating millions of jobs, sparking consumer spending and stopping the country from sliding into what he has called an economic "catastrophe."

Characterizing the American Recovery and Reinvestment Act as the "most sweeping economic recovery package in our history," Obama said the bill's mix of tax cuts, infrastructure projects, energy and education investments, and aid to the unemployed and poor would create or save 3.5 million jobs over the next two years, including roughly 60,000 in Colorado.

The bill signing attracted a who's who of Denver Democratic politics.
