Maine governor seeks $306M in borrowing

AUGUSTA, Maine — Gov. John Baldacci is proposing a $306 million state borrowing package that would be submitted to voters in two elections.

The governor scheduled a news conference Wednesday to unveil his proposal.

The bulk of the new borrowing Baldacci envisions — about $266 million — would be put out for referendum in November of this year. A smaller piece — about $40 million — would go to voters in June 2010.

The governor, however, won’t have the final word on new borrowing.

Legislative committee hearings get under way next week on a variety of bonding plans from various sponsors.

At the end of 2008, the state of Maine’s actual and authorized tax-supported debt totaled nearly $920.7 million, according to State Treasurer David Lemoine.

GOP to forego constitutional officer nominations

State House and Senate Republicans will forego their practice of nominating a slate of constitutional officers.

In a floor speech, Senate minority leader Kevin Raye (R-Perry), said he wanted to set a tone of mutual respect in both chambers. “We must seek consensus wherever possible, and we must make every effort to do what the people of Maine sent us here to do.”

Raye said that the Democrats have a clear majority for their constitutional officer candidates to prevail.

Lemoine nominated for another term as state treasurer

David Lemoine has been nominated by a joint House and Senate Democratic caucus for another term as state treasurer.

 

Lemoine was endorsed by Rep. Emily Cain (D-Orono), a member of the Appropriations Committee, who spoke of an incident last summer when the state reportedly lost $20 million dollars from an investment gone bad. Lemoine was blamed in the media for the bad investment and when he appeared before Cain’s committee many expected a “public hanging.”

GOP leaders demand answers over lost money

State Senate Republicans are demanding answers as to how the state lost nearly $20 million with an investment gone bad. They are asking State Treasurer David Lemoine to appear before the Legislative Council as soon as possible.

However, Democratic leaders have said that it is unnecessary for him to appear before the council, and the matter will be handled within the Appropriations Committee Dec. 12 and 13.
