Maine lawmakers eye more revenue from sale of liquor

AUGUSTA, Maine — A midcontract study of Maine’s agreement with the Maine Beverage Co. to operate the wholesale liquor business in the state has triggered interest in getting more revenue from the sale of liquor to help fund the state two-year budget.

“There are some things we can do that would raise some additional revenue,” Liquor Commission Director Dan Gwadosky said. “I can’t tell you how much until we drill down on the numbers and look at all the options and how they interact.”

But in response to a question, he confirmed that it was in the millions of dollars a year. Finance Commissioner Ryan Low said he expects it is “a good chunk of change” but agreed with Gwadosky that it would take some analysis to get a good estimate.

Bill would skip May milk subsidy payouts

AUGUSTA, Maine — The state would withhold subsidy payments to dairy farmers for one month later this year under a proposal aimed at helping close a budget gap in a program that provides a safety net to milk producers.

The prices paid for raw milk have collapsed in recent months, meaning many dairy farmers are operating significantly in the red. Normally, a state-run dairy price stabilization fund would help close that gap until prices paid to producers rebounded.

But faced with having to trim an additional $2.7 million from the stabilization program’s budget, a legislative committee is recommending skipping the subsidy payment for milk produced this May.

Panel discusses hunting, fishing fee hike

AUGUSTA, Maine — Sportsmen told a legislative budget committee on Wednesday that they are willing to shell out a few dollars extra for a hunting or fishing license if it means keeping more wardens and biologists in the field.

The Maine Department of Inland Fisheries and Wildlife has proposed increasing hunting and fishing license fees by $2.50 next year followed by a $1 increase in 2011.

DIF&W; officials say the fee hikes will avoid more drastic personnel cuts as they seek to cover their share of a budget gap estimated at $838 million and likely to grow larger.

Commissioner Roland “Danny” Martin said he has been asked by lawmakers what would happen to the department’s two-year budget if it didn’t get the estimated $2.

Bottlers upset at 15-year audit proposal

AUGUSTA, Maine — Bottlers would be audited for their compliance with Maine’s bottle deposit law over the last 15 years under legislation sponsored by Rep. John Martin, D-Eagle Lake.

It’s a measure he said would return millions of dollars owed taxpayers.

“There is millions in unclaimed deposits that should go back to the citizens of Maine,” he said in an interview. “The issue is basically the amount of money people are paying for deposits that are staying with distributors.”

Maine’s bottle deposit law requires consumers to pay a deposit on all beverage containers except dairy products and unprocessed cider. Consumers can turn in those used containers and get their deposit back.

Gendron: Funds for schools will be spent wisely

AUGUSTA, Maine — The state’s education commissioner said Thursday she is still waiting for guidance from Washington, D.C., on how Maine’s share of $100 billion in stimulus funding for education programs should be used.

But Commissioner Susan Gendron tried to reassure lawmakers that both her staff and local superintendents are aware that the federal government and the public will be watching to make sure the funding isn’t squandered to create new programs.

“There are consequences built in,” Gendron told members of the Legislature’s budget and education committees.

The economic stimulus package passed by Congress and signed by President Obama last week contains more than $100 billion for elementary, secondary and postsecondary education.

Flue bill seeks to allow easier furnace upgrades

FORT KENT, Maine — Some homeowners with single-flue chimneys looking to upgrade oil-fired furnaces could get help from a bill now under consideration in legislative committee.

LD53, “An Act to Permit the Use of a Common Flue for Oil and Solid Burning Equipment,” if eventually passed into law, would relax a rule that now prohibits using a single-flue chimney to operate both an oil burner and wood stove.

“I received a call from a constituent who said he couldn’t replace his old furnace without adding another flue to his chimney,” Rep. John Martin, D-Eagle Lake, the bill’s sponsor, said. “He said it was because of insurance reasons.
