Bill targets federal money for jobless Mainers

“We have to move and we have to move fast,” Baldacci said. “We have about 9,900 people that will be exhausting all of their benefits this year.”

More than 26,000 Mainers are receiving regular unemployment benefits, and about 7,000 are receiving emergency benefits.

The governor said the recession has led to Mainers receiving unemployment benefits for longer periods of time. Some have exhausted not only the 26 weeks of regular benefits through the state system but also the emergency benefits Congress passed last year. The maximum is 59 weeks of benefits.

Tensions over Maine budget talks subside

AUGUSTA, Maine — Legislative budget writers settled down to business Monday after key Republicans tried to settle a partisan spat over how details of a new $65 million Medicaid shortfall were released by Gov. John Baldacci’s administration.

Rep. Sawin Millett, R-Waterford, and Sen. Richard Rosen, R-Bucksport, ranking Republicans on the Appropriations Committee, absolved the Democratic governor’s budget chief Ryan Low of withholding information about the shortfall. They noted that any delay in disclosing it to lawmakers was at least partially due to legislative scheduling.

Not all Republicans, however, seemed satisfied. Committee member John Robinson of Raymond, said he was “more than a little disturbed” by some of the latest numbers.

Political tensions rise over $65 million MaineCare deficit

The Baldacci administration said Friday that the MaineCare program is facing an additional $65 million deficit over the next three months that will have to be filled with federal stimulus money.

That news prompted an angry response from Republican leaders, who accused Gov. John Baldacci of hiding the shortfall until Friday. Republicans also suggested that the incident could undermine the administration’s pledges of transparency.

“I’m beside of myself about the fact that we had a State of the State address on Tuesday with none of this information,” said Sen. Peter Mills, R-Skowhegan.

Finance Commissioner Ryan Low told members of two legislative committees on Friday that, as expected, the recession is driving up utilization of MaineCare services.

GOP: We can’t “borrow our way to prosperity”

Gov. John Baldacci released his $306 million bond package today, a kind of mini state-based stimulus package that he's hoping will get quick, bipartisan support.

"Two weeks ago, President Obama signed the most significant economic recovery law in modern history," Baldacci said in a statement. "But we all know that the recovery package can't address all of Maine's needs. We must do our part to create jobs and strengthen our economy."

The bonds, which require two-thirds support from the Legislature and voter approval, would go to:

•transportation ($128 million)
•energy upgrades and building improvements at higher education institutions ($52 million)
•energy conservation and offshore wind power ($15.

New leadership, new staff

As Maine House and Senate leadership changes hands, there will be some different faces for key positions in legislative offices...

 

House speaker’s office

Rep. Hannah Pingree (D-North Haven) is the new House speaker, taking over for Glenn Cummings (D-Portland) who is termed out.

She is bringing on Jesse Connolly to serve as her chief of staff. Connolly served as her chief of staff last year when she was the House majority leader.

AUGUSTA -- In a unanimous vote by the House Republican caucus, Rep. Josh Tardy (R-Newport) was elected to his second term as House Republican Leader.

Tardy was unopposed.
