Panel busy with welfare, smoking bills

AUGUSTA, Maine — Public testimony on bills aimed at reforming Maine’s welfare system, placing further restrictions on public smoking, and prohibiting the purchase of soda and snack foods with food stamps kept the Legislature’s Health and Human Services Committee busy Tuesday afternoon.

Two Republican-sponsored bills seek to restrict Maine’s public assistance programs, including Temporary Assistance for Needy Families and General Assistance.

LD 254, sponsored by Rep. Richard Cebra, R-Naples, proposes a five-point reform of welfare programs. It would require a 90-day residency in Maine for general assistance, provide a new-hire tax credit for employers who hire welfare recipients, increase the required hours of participation in Maine’s welfare-to-work program, adjust benefits to reflect earned income and impose a lifetime cap of 60 months on TANF benefits.

Bill targets ‘energy drink’ sales to minors

AUGUSTA, Maine — The sale of high-caffeine “energy drinks” to minors could be outlawed if a proposal under consideration this week by Maine lawmakers is approved. The bill’s sponsor, Rep. Peggy Pendleton, D-Scarborough, says consuming the sodalike drinks can cause health problems in young people, but a spokesman for the Maine Beverage Association argued that an age limit is unnecessary and unenforceable.

Other bills heard on Wednesday before the Legislature’s Health and Human Services Committee include a proposal to prohibit smoking on Maine’s state park beaches and another to routinely include a patient’s HIV status as part of medical information exchanged between health care providers.

Beverage tax repealed

Voters have approved a repeal of the recently passed beer, wine and soda taxes, according to preliminary results.

The Bangor Daily News is reporting that 64 percent of voters have approved the repeal, while 36 percent voted to uphold the tax.

Fed Up with Taxes campaigns to save Maine businesses, but spends its money out of state

Fed Up with Taxes, the group behind the proposed people's veto of the beer, wine and soda tax, has made protecting Maine businesses a key theme in its campaign this fall.

However, a review of the political action committee's finance reports show that it has spent a small proportion of its budget on campaign services from Maine businesses.

The group is backing Question 1, which would repeal the taxes created at the end of this year's legislative session to fund Dirigo, the state's health insurance program.

Question 1 debate Sunday

Newell Augur, chairman of Fed Up with Taxes, and outgoing Maine House speaker Glenn Cummings (D-Portland) will debate both sides of Question 1, which asks voters to repeal the recently passed beer, wine and soda taxes to support the Dirigo health care program.

Fed Up with Taxes is the group behind the people’s veto.

The debate will be held at 7 p.m. Sunday in Room 1 of Payson Smith Hall at the University of Southern Maine in Portland.

On People's Veto, both sides sharpen knives and prepare for brawl

After the Fed Up With Taxes coalition submitted 90,000 signatures to the Secretary of State's office, likely putting a People's Veto for beer and wine taxes on the November ballot, House Minority Leader Josh Tardy is predicting a "bruising battle" leading up to Election Day.
The coalition is fighting the recently passed taxes on beer, wine, and soda to support Dirigo Health. The bill also adds a 1.8 percent surcharge on hospital bills and doctor's fees, according to a release from Tardy's office.
