Maine casino PAC fined for violating campaign laws

AUGUSTA, Maine — Maine’s campaign watchdog agency has levied a $12,250 fine on backers of a casino referendum in Scarborough for violating state campaign finance laws.

The Commission on Governmental Ethics and Election Practices voted Thursday to fine the Scarborough Village Partnership Political Action Committee for filing late campaign financial reports and failing to register as a political action committee.

The Portland Press Herald said the PAC in its defense said it was given the incorrect filing date by the town clerk.

Scarborough voters in November rejected a proposal asking if they wanted to allow slot machines at the Scarborough Downs horse track. The measure was defeated by 240 votes out of more than 11,000 ballots that were cast.

Motorcyclists criticize helmet safety proposals

AUGUSTA, Maine — Motorcyclists’ groups took a stand Thursday against legislation to restore a universal helmet law in Maine, saying lawmakers should focus on preventing accidents instead of mandating protective headgear.

“Indeed we are looking in the wrong direction,” Eric Fuller of the Maine Motorcycle Political Action Committee told the Legislature’s Transportation Committee, which took up three motorcycle-safety bills.

Only motorcycle permit holders, those who have had their licenses less than a year and passengers under age 15 now are required to wear helmets in Maine.

In the most sweeping bill, sponsored by Rep. Paulette Beaudoin, D-Biddeford, anyone on a motorcycle must wear a helmet, restoring a law that was repealed in the late 1970s.

Websites in favor of the conservative referendums that will be on the ballot in November are now online (even for the one that was thrown out for a lack of valid signatures).

The content of the pro-TABOR site isn't yet accessible, but the excise tax repeal site is up and it's a work of staggering cynicism. Rather than focusing on the excise tax as a funding mechanism for local government, the group promoting the tax cut are instead styling themselves as environmentalists. The site's headline is "More Green Now" and they seem to be focusing their entire message on the portion of the legislation that provides a tax break for buying a new hybrid vehicle.

Mitt Romney talks campaign finance

Former Massachusetts Gov. Mitt Romney, who dropped out of the presidential race, was the keynote speaker at the Maine GOP Convention Friday. At a press conference before his speech, PolitickerME.com got a chance to speak with him about his future plans.

Romney said he is starting up a Political Action Committee, or a similar entity. He is still hashing out the details with his lawyers.
