Good morning.

Justice David Souter will retire at the end of this term, it is being reported. From McClatchy:

Supreme Court Justice David Souter has advised the White House that he plans to retire, according to published news reports.

The retirement of the 69-year-old Souter will give President Barack Obama his first opportunity to put a stamp on the nine-member court, which remains closely divided between its conservative and liberal wings.

Souter, though appointed 19 years ago by Republican George H.W. Bush, has generally fallen into the more liberal camp. An appellate court judge who wasn't well known nationally at the time of his Supreme Court appointment, Souter has remained personally enigmatic even as he tried to underscore his own personal sympathies.

State Police: Taylor Deaths Caused by Murder-Suicide

An autopsy this afternoon revealed that Kenneth
Taylor killed his wife of 14 years, Belinda Taylor, before stabbing himself.
Their bodies were found Tuesday afternoon by their 12- and 14-year-old
daughters. Belinda Taylor’s death is Maine’s sixth homicide this year and the
third linked to domestic violence, said Department of Public Safety Spokesman

On the closing of certain businesses

The PPH has this story about the closing of Wood Structures, Inc., a manufacturer of trusses and other prefabricated building components. This follows the closing of a printer nearby, and other businesses throughout the state.

While the closing of a store or accountants office or other such business is painful for all those involved, there is an additional hardship when a business like Wood Structures shuts its doors. At some point the economy will improve, and owners and developers will want to build new projects, and unfortunately a major supplier will no longer be able to provide for contractors' needs. A truss manufacturer isn't the type of business that can be started up overnight, and it takes years to develop working relationships with contractors, engineers and architects.

The Employee Free Choice Act in Maine's two dailies

The Employee Free Choice Act of 2009 (H.R. 1409, Reps. Michaud and Pingree as original cosponsors, now up 222 members) was introduced this week in Congress, and so it is back in the news.

A rally in support of it was held yesterday in Bangor, and the BDN has this report:

A group of about 20 held a rally Wednesday morning at Food AND Medicine in Brewer, an organization that formed in 2002 to assist laid-off workers with food, medicine and other necessities. Jack McKay, director of Food AND Medicine and the Eastern Maine Labor Council, called the event a success if for no other reason than it keeps the debate going.

You can start your day - and hence your week - with this bracer by Paul Krugman:

As I read it, this dismissal - together with the continuing failure to announce any broad plans for bank restructuring - means that the White House has decided to muddle through on the financial front, relying on economic recovery to rescue the banks rather than the other way around. And with the stimulus plan too small to deliver an economic recovery ... well, you get the picture.

Sooner or later the administration will realize that more must be done. But when it comes back for more money, will Congress go along?

Republicans are now firmly committed to the view that we should do nothing to respond to the economic crisis, except cut taxes - which they always want to do regardless of circumstances.

Good morning.

The PPH has this story about earmarks that the Senate has include in the omnibus spending bill, and how much of it will be coming to Maine:

The $410 billion spending bill debated by the U.S. Senate on Wednesday includes about $21 million for some 45 projects in Maine, ranging from potato research to buying land for conservation.

I'm not opposed to such spending as a rule, only as to how the funding is to actually be used. But I point to this article for two reasons: first, the online comments will be really fun to read, and second - $21 million is only 5 thousands of a percent of the total bill.

British PM Gordon Brown will address a joint session of Congress later today, to expound upon his call for a global new deal. The BBC has this report on his visit and an interview that they conducted with him earlier:

Gordon Brown will urge the US to "seize the moment" to "make the future work for us" when he addresses a joint meeting of the US Congress.

Mr Brown, the fifth UK prime minister to address both houses on Capitol Hill, is set to issue a plea to the US to avoid protectionism.

On the MHPC/Maine Leads vehicle excise tax initiative

Our friends over to AMG point to this item from the Maine Municipal Association's (MMA) Legislative Bulletin (pdf warning), regarding the ballot initiative that reduce the amount of vehicle excise taxes paid each year by Mainers. The initiative is  sponsored by the Maine Heritage Policy Center (MHPC) and its "grass roots" organization Maine Leads. From the MMA:
The Maine Heritage Policy Center ("Heritage") is the organization promoting a citizen initiative that would slash the motor vehicle excise tax rates by 50% and take more than $80 million annually out of the budgets of Maine's towns and cities which is used to plow, repair and maintain local bridges and over 13,000 miles of local roads.

Good morning.

Another snow day for our kids. Our daughter is always a little bothered when her mates celebrate their birthdays in class, as hers come at the end of June, after school is over. This year she expressed hope that there would be so many snow days that school would still be in session when hers rolled around. She may just get that wish.

The NYTimes reports that our Treasury will give AIG another $30,000,000,000, this despite that AIG lost another $61,700,000,000 last quarter.

Sixty-two billion dollars? Where the hell did that go? And why are we giving them another thity billion, on top of the one hundred and fifty billion we've already sunk into that hole?

The Senate passed the District of Columbia House Voting Rights Act of 2009 (S. 190) yesterday, by a vote of 61 to 37 with Ted Kennedy not voting (Roll Call 73). Sens. Snowe and Collins joined with four other Republicans in voting for a bill that was amended to provided gun ownership protections and a provision about the Fairness Doctrine. Mmmmm - sausage. The Hill has this:

One controversial amendment changing D.C. law was added to the bill. In a 62-36 vote, the Senate approved an amendment from Sen. John Ensign (R-Nev.) that does away with D.C.'s registration requirements for most guns.
