Lawmakers OK $166M supplemental budget

AUGUSTA, Maine — Lawmakers overwhelmingly approved an emergency measure Tuesday to bring the state budget out of the red for the fiscal year that ends June 30. The $166 million supplemental budget was enacted by votes of 120-22 in the House and 31-3 in the Senate.

“I want to congratulate the Legislature and the committees for their work on this,” Gov. John Baldacci said in an interview. “This was a difficult budget and now we have to work on the biennial budget, which will also be difficult.”

Leaders of both parties supported the measure, which was crafted and approved unanimously by the Legislature’s Appropriations Committee and had significant differences from the governor’s original proposal.

Budget process stalls with procedural issue

UPDATE:  The Republican amendments have been voted down, and the budget has been sent to the Senate.

With six hours left to close the budget, there’s some buzz in the hallways over the latest hold up.

When the House Democrats moved for the budget to be passed and sent on, the Republicans objected, stating that they did not have enough time to review the budget and submit amendments.

Long process ahead

House leadership must be anticipating busy times ahead for the Criminal Justice and Public Safety Committee, in anticipation of the jails-prisons consolidation debate.

Committee members Reps. Patricia Blanchette, D-Bangor, and Richard Sykes, R-Harrison, had a second committee assignment last year, but today were removed from the other committees.

New Rep. Peter Johnson, R-Greenville, will replace Sykes on the Labor Committee, and new Rep. Michael Carey, D-Lewiston, will take Blanchette’s seat on the LVA committee.

Sykes: Out-of-state students voting in Maine unconstitutional

It’s unconstitutional to allow out-of-state college students to vote in-state while they are living in university housing, said Rep. Richard Sykes, R-Harrison. Instead, they should vote absentee in their hometowns.

On Thursday, Sykes requested a ruling on the matter from Attorney General Steven Rowe.
