The Obama adminstration has announced that it will restart tribunals of detainees held at Guantanamo Bay, Cuba. Obama ordered such tribunals halted in January. I'll remind you that not one detainee held there has ever been convicted of a crime, and most have never been charged. From Democracy Now! link):
President Obama is expected to announce today plans to revive the military tribunal system for a small number of Guantanamo Bay prisoners. Obama shut down the military trials shortly after taking office as part of his repudiation of Bush administration policies in the so-called war on terror. According to the Associated Press, Obama will unveil new legal protections for prisoners in the renewed system.

For paper industry, tax credit turns ‘black liquor into gold’

WASHINGTON — Big paper companies could each get hundreds of millions of dollars in cash payments from the Treasury this year by taking advantage of an alternative fuels tax credit in the 2005 highway bill, according to company filings and Wall Street analysts.

The alternative fuels clause, which appears on page 804 of the massive 2005 highway bill, was intended primarily to increase the use of ethanol and other biofuels in cars and trucks, said congressional sources and lobbyists who helped shape the measure.

But paper companies are now being richly rewarded for the long-standing practice of using a byproduct of the wood pulping process as a fuel to run their mills.

Rockland hot to be coolest U.S. small town

ROCKLAND, Maine — Is Rockland a cooler small town than Owego, N.Y.?

Maine’s governor thinks so. But he’ll need your help to make it official.

Gov. John Baldacci proclaimed April 1 “Make Rockland the Coolest Small Town in America Day.”

The unusual proclamation came about because Friday is the last day to vote in Budget Travel magazine’s online poll to determine this year’s coolest small town, much to the delight of boosters of this midcoast community — which, it must be said, is technically a city.

“I think it’s awesome,” Frank Isganitis, vice chairman of the Rockland Downtown Alliance, said Tuesday evening. “I was so excited when I found out that the governor was even considering doing it.

Delegation wants trucks off local streets

AUGUSTA, Maine — Maine’s elected officials are continuing their campaigns for a federal exemption that would allow heavy tractor-trailers to use Interstate 95 rather than have to drive on back roads and through downtown areas.

Maine’s congressional delegation has been battling unsuccessfully for years to convince their colleagues in Washington, D.C., to allow trucks weighing up to 100,000 pounds to stay on I-95 north of Augusta. Currently, trucks weighing more than 80,000 pounds must switch to local roads after leaving the Maine Turnpike, which is exempt.

In his latest attempt at an exemption, Rep. Mike Michaud, D-Maine, introduced a bill that would give states the authority to set weight limits in the interstate system in order to make them consistent with surrounding states.

GOP blasts proposal to let noncitizens vote

AUGUSTA, Maine — A bill opening the door to immigrants and other noncitizens to vote in municipal elections is getting a frosty reception in some quarters.

Blasting the proposal, Maine Republican Party Chairman Charlie Webster didn’t mince words in calling on Mainers to urge their lawmakers to toss the bill and move forward with more pressing needs: solving the state’s budget and health care problems.

“This lamebrained proposal is an affront not only to any person who has gone through the process of attaining American citizenship so that they could have the right to vote, but to anyone who voted for legislators that pledged to act with their constituents’ best interests at heart,” he declared after a newspaper reported on the bill.

Stimulus money for Maine boosted

AUGUSTA, Maine — Maine’s take from the federal stimulus package appears to be growing.

WCSH-TV reports that the state’s share of federal stimulus money is expected to be about $1.1 billion. Some of the money is being spent on transportation projects.

On Friday, U.S. Rep. Mike Michaud announced that $5.5 million will go for improvements at three Maine airports.

The Dexter Regional Airport will get $3.8 million to rehabilitate a runway. The Hancock County-Bar Harbor Airport and Augusta State Airport will get $1.2 million and $500,000, respectively, to build aircraft rescue and firefighting buildings.

Obama balances humor with seriousness

The sidewalks and closed-off streets outside of the White House’s North Lawn were alive with a throng of tourists snapping pictures and chatting excitedly as they strained to catch a glimpse of a familiar figure walking in or around the presidential mansion.

But just beyond the thick, black iron gates and well-fortified security buildings the atmosphere changed. Everything seemed calmer, quieter, greener — and more serious.

On Monday afternoon, I had a rare chance to step behind the gates for a little while and experience the White House that most people (even those of us in the media business) only see in news footage.

New same-sex bill aims to avoid ‘culture war’

AUGUSTA, Maine — A bill that would extend the rights of spouses to domestic partners in Maine instead of allowing same-sex couples to marry was printed Wednesday.

Its sponsor, Rep. Leslie Fossel, R-Alna, said Thursday that his measure would avoid a “culture war” over gay marriage but extend the same rights and responsibilities that married couples have to people enrolled in the state’s domestic partner registry.

A bill that would allow same-sex couples to marry in Maine was printed last week.

Proponents of same-sex marriage said they would oppose Fossel’s bill because it would create a separate institution for gay and lesbian couples while supporters of traditional marriage said they would oppose both bills.

C. Pingree: Health care, energy should be priorities

U.S. Rep. Chellie Pingree, D-Maine, addressed the House Committee on the Budget Wednesday and named health care and clean energy as her priorities.

Pingree's comments came on the same day President Barack Obama called on his supporters to canvass neighborhoods this weekend to talk to people about his budget.
