Maine DHHS to get $19.5M for water infrastructure projects

WASHINGTON, D.C. — Maine’s Department of Health and Human Services will receive $19.5 million under the Environmental Protection Agency’s Clean Water State Revolving Fund Program.

Sen. Olympia Snowe announced the funding this week as part of the American Recovery and Reinvestment Act. Snowe and fellow Republican Sen. Susan Collins were two of only three GOP senators who issued the passage of the bill.

Snowe emphasized the need for water infrastructure in a letter to the Senate Appropriations Committee on Dec. 22 stating that the projects could “quickly return benefits to local communities and their residents, employ workers in the ailing construction industry, help keep property taxes down, and make positive long-term in-vestments for communities’ continued growth and sustainability.

Same-sex marriage foes rally in capital

AUGUSTA, Maine — Supporters of traditional marriage gathered Sunday night at the Augusta Civic Center to voice their opposition to a bill that would allow same-sex couples to marry in Maine and a competing measure that would extend to domestic partners the same benefits married couples have.

Representatives of the Maine Family Policy Council, formerly the Christian Civic League of Maine, the Maine Jeremiah Project, Concerned Women for America of Maine and the Roman Catholic Diocese participated in the “Stand for Marriage Rally.”

“This is a national battle being fought on every front,” Tony Perkins, president of the Washington, D.C.-based Christian Family Resource Council, told the crowd that filled three large function rooms in the civic center.

State bureau announces $1.4 million in trail projects

AUGUSTA, Maine — The Maine Bureau of Parks and Lands announced on Friday a list of 31 state and 23 local trail projects with a combined value of more than $1.4 million.

The projects — including the reconstruction of a collapsed snowmobile bridge in Andover — are awaiting approval for federal funding in the next two weeks, according to bureau officials. The recipient organizations were notified last week.

“Maine’s recreational trails already are among some of the best in the country and offer all kinds of outdoor opportunities for Maine residents and visitors,” said Commissioner Patrick McGowan of the Maine Department of Conservation, which oversees the bureau.

Misappropriation of Maine GOP funds alleged

AUGUSTA, Maine — An Embden woman has been indicted on charges of embezzling almost $50,000 from the Maine Republican Party.

Constance A. Wilkins, 64, who handled the bookkeeping for the party, is accused of committing felony theft and forgery between March 25, 2005, and Sept. 1, 2008, while working at a Waterville accounting firm.

The Kennebec Journal says the indictment was handed up Thursday by a grand jury in Kennebec County.

The newspaper reported Friday a statement issued by Republican Party Chairman Charlie Webster and former chairman Mark Ellis said unauthorized expenditures were discovered by party treasurer Phil Roy and executive director Julie O’Brien.

“Ms. Wilkins has admitted in writing to embezzling a significant amount of money from the state party and abruptly resigned in September of 2008 after being questioned,” they said.

The newspaper said her attorney, Francis Griffin, said the case is ongoing and declined comment.

ME-GOP bookkeeper indicted for embezzlement

Well, it just goes to show you that this sort of thing can happen anywhere:

An indictment is not a determination of guilt, but it indicates that sufficient evidence is present to proceed with formal charges and a trial in superior court.
