Good morning.

Justice David Souter will retire at the end of this term, it is being reported. From McClatchy:

Supreme Court Justice David Souter has advised the White House that he plans to retire, according to published news reports.

The retirement of the 69-year-old Souter will give President Barack Obama his first opportunity to put a stamp on the nine-member court, which remains closely divided between its conservative and liberal wings.

Souter, though appointed 19 years ago by Republican George H.W. Bush, has generally fallen into the more liberal camp. An appellate court judge who wasn't well known nationally at the time of his Supreme Court appointment, Souter has remained personally enigmatic even as he tried to underscore his own personal sympathies.

As stimulus money arrives, Maine will try to keep track of use

AUGUSTA, Maine — The doors to the federal bank seemed to swing wide open this week as announcement after announcement came from Washington, D.C., about economic stimulus cash headed Maine’s way.

For a small state like Maine, the numbers were eye-catching, to say the least.

— $100 million for renovations to federal buildings, including $53 million for the Margaret Chase Smith Federal Building in Bangor.

— $100 million more to help rural Mainers purchase homes.

— $48 million for the state’s public schools.

And that’s just a partial list.

With so much money flowing so fast, there are concerns that some of those taxpayer dollars will be squandered, or end up in the pockets of people who didn’t do a thing to help get the economy back on track.

Obama balances humor with seriousness

The sidewalks and closed-off streets outside of the White House’s North Lawn were alive with a throng of tourists snapping pictures and chatting excitedly as they strained to catch a glimpse of a familiar figure walking in or around the presidential mansion.

But just beyond the thick, black iron gates and well-fortified security buildings the atmosphere changed. Everything seemed calmer, quieter, greener — and more serious.

On Monday afternoon, I had a rare chance to step behind the gates for a little while and experience the White House that most people (even those of us in the media business) only see in news footage.

Rep. Michaud vows to oppose proposed VA change

I have never served in the military, and only have limited knowledge of how the VA medical system works. For example, I didn't realize that currently when a vet is treated at a VA hospital for something not related to her or his time in the service, the VA bills that person's 3rd party insurance company. And at first blush, this seems like a reasonable method.

The Obama administration is proposing that this billing system be extended to all treatment that a vet receives, and this troubles Rep. Mike Michaud, and he notes in this letter to Eric Shinseki, Secretary of the Department of Veterans Affairs:

Dear Secretary Shinseki,

With the release of the Administration's first budget request, a new policy proposal has been introduced as a means of collecting revenue for the Department of Veterans Affairs (VA) through billing of veterans' third-party insurance for the care and treatment of a disability or illness incurred as a result of honorable military service.

Laid off GOP policos find work lobbying against the EFCA

It seems that all those GOP political operatives that lost their jobs with the incoming Obama administration have found work, at least for the next couple of months, lobbying against the Employee Free Choice Act (EFCA), which is to be introduced this week. Poliico has more:

"There are groups springing up almost every week," said Rhonda Betz of Navigators Global, a consulting firm that started the first anti-EFCA group out of the gate, Coalition for a Democratic Workplace, in 2006. "Some of it is a reflection of them identifying this as a fundraising opportunity, and some of it is a reflection of real stuff going on.

You can start your day - and hence your week - with this bracer by Paul Krugman:

As I read it, this dismissal - together with the continuing failure to announce any broad plans for bank restructuring - means that the White House has decided to muddle through on the financial front, relying on economic recovery to rescue the banks rather than the other way around. And with the stimulus plan too small to deliver an economic recovery ... well, you get the picture.

Sooner or later the administration will realize that more must be done. But when it comes back for more money, will Congress go along?

Republicans are now firmly committed to the view that we should do nothing to respond to the economic crisis, except cut taxes - which they always want to do regardless of circumstances.

Obama to repeal stem cel researh ban on Monday

McClatchy is reporting that President Barack Obama will rescind the ban imposed by George W. Bush on the use of stem cells for research:
President Barack Obama plans on Monday to lift President George W. Bush's restrictions on federal funding of human embryonic stem cell research, a step long awaited by scientists and people who say it could speed treatments for Parkinson's, Alzheimer's, diabetes and other diseases.

At the same time, the nation's economic crisis likely will prevent the sort of increases in federal money to match the expanded demand.

The White House declined on Friday to describe in detail the order that Obama is expected to sign in a public ceremony surrounded by a bipartisan group.

President Barack Obama convened a summit on health care reform, but according to this report from Democracy Now!, it may have been better labeled a summit on health insuance:

JUAN GONZALEZ: President Barack Obama convened 120 experts to the White House Thursday for a summit on healthcare. Participants included doctors, health insurance companies, lawmakers and patients. Obama vowed to make passing healthcare reform a priority this year.
PRESIDENT BARACK OBAMA: In this effort, every voice has to be heard. Every idea must be considered. Every option must be on the table. There should be no sacred cows. Each of us must accept that none of us will get everything that we want and that no proposal for reform will be perfect.

Pingree announces appointment of "Recovery Czarina"

Rep. Chellie Pingree announced this morning that Jackie Potter will be the point person in her Portland office to "help Maine businesses, organizations and individuals understand and take advantage of federal funding from the Economic Recovery Package recently passed by Congress."

More from the press release:

"The Recovery Act makes provides for significant investments in the Maine economy," Pingree said. "We estimate 15,000 jobs will be created or saved over the next two years.  We will see investments in education, healthcare, construction and clean energy. But all of that isn't going to happen by itself and we will need to work hard to get this money into the economy quickly and efficiently.

Obama addresses the AFL-CIO

Yesterday, 3 March, President Obama sent a videotaped address to the AFL-CIO Executive Council meeting in Miami. I haven't been able to find a copy of the tape yet, but Jesse Lee at the White House was kind enough to send the prepared text to me:
I'm sorry that I'm unable to join you this week, but it was a pleasure to see many of you at the White House recently, and I'm looking forward to having you all back often.  I want to start by thanking President Sweeney, Secretary-Treasurer Trumka, and Vice President Holt Baker for their leadership.  And I want to thank the Executive Council and all of you for your efforts as well as your advocacy these last several weeks.
