If next-in-line U.S. Rep. Edolphus Towns (D-N.Y.) doesn't get the spot, members on the short list include U.S. Reps. Paul Kanjorski (D-Pa.), Carolyn Maloney (D-N.Y.) and Elijah Cummings (D-Baltimore).
