FY 2010 Budget highlights

Today is the first day of the County's Fiscal Year 2010 spending plan which runs from July 1, 2009 through June 30, 2010. I want to share some highlights of how we are managing your tax dollars.

Unusually tough times

"Austerity" is the word that best describes the FY 2010 budget. The downturn in our economy is affecting county revenues and requires significant spending cuts. This year's $1.18 billion budget is smaller than last year's by more than $30 million. On average, each department's budget is almost 9 percent leaner than last year.

"I Do Not Date Outside My Race"

A friend has brought his concerns about this up to me in conversation, perhaps tongue-in-cheek, but according to The Washington Post, when the alleged amorous advances of John Leopold were being rebuffed in The Arundel Center, the witness-victim claimed she does not date outside of her race.

Ah hah! Now we have another possible harassment suit. Is that not discriminatory? What if a portion of this building were federally-funded? Are there not some federal offices in that building? Is the witness-victim not a federal employee? Perhaps Leopold should claim discrimination on the basis of being discriminated against because he is white?

What if she said "I do not date outside of my gender"?

Hmmm....I dunno....

John Leopold's alleged backseat tryst keeps looking worse and worse for him:
Two Anne Arundel County councilmen said yesterday that, until County Executive John R. Leopold explains his actions on the evening that a police officer responding to a report of possible sexual activity in a mall parking lot found him in the back seat of his county-issued car, they will continue investigating the matter.

The councilmen, C. Edward Middlebrooks and G. James Benoit, also questioned why Leopold has made numerous calls from one of his two county-issued phones to the cell and home phones of a county employee during the past six months.
