The Boston Globe editorial board came down against all three questions that will appear on the ballot in November.

On Question 1, the measure that would abolish the state income tax, the Globe wrote Tuesday that the current financial crisis only underlines the need for a "no" vote on the measure.

"Proponents claim that state government is full of fat and incompetence," the Globe wrote. "But Question 1 would require such extreme cuts that the government could fire every state employee - every prison guard and social worker - and still have to find another $7 billion."

On Question 2, which would decriminalize possession of less than one ounce of marijuana, the Globe said the group supporting the measure picked the one ounce amount arbitrarily and that jails are not currently overrun with those serving sentences for marijuana possession. The Globe acknowledges that the state's Criminal Offender Record Information needs to be reformed but doesn't see Question 2 as the proper path to that reform.

"If proponents of Question 2 really want to fix the CORI system, they ought to focus on what information goes into the database and who should have access to it," the Globe wrote. "If their aim is to liberalize the state's drug laws, they should make that argument openly. Instead, proponents of Question 2 are using the blunt instrument of a public vote to make a significant change within a complex system of laws. This ballot measure is bad public policy. Voters ought to reject it."

The Globe also wrote that Question 3, which would prohibit dog racing in Massachusetts, should not be supported because the evidence of inhuman treatment in Bay State dog racing isn't entirely convincing.

"This year's question is also backed up by in-state data on injuries to the greyhounds," the Globe wrote. "Still, the Globe does not believe the evidence presented by Question 3 supporters rises to the level of abusive mistreatment that would justify shutting down a legal industry."

"The 840 injuries to dogs since 2002 are not that numerous," the Globe added, "compared with what track owners say are the 470,000 times dogs have run races in that period. And those injuries are treated by the veterinarians who are always present during races."
