Swaptions: A train wreck coming down the Pike

Hi BMGers. It's me, Lori Ehrlich. Swaptions have captured the attention of several readers (and pirates) here so I thought I'd share some of my research for context and conversation. The current transportation debate has put a spotlight on how we restore and protect the integrity of our transportation system but should also illuminate the road that brought us here - specifically, the amount of risk accepted by our agencies and the integrity of the decision-making process.

Santa's Swaption Gift

Looks like the BMG swaptions team missed this interesting AP article from 23 December 2008:
The Massachusetts Turnpike Authority has reached an agreement to get out of a risky deal with the bankrupt Lehman Brothers, which officials said netted $31 million and cleared away a fiscal cloud looming over the financially troubled agency.

Turnpike Executive Director Alan Lebovidge on Monday said the rare bit of positive financial news should have no effect on planned toll hikes, but at least one Turnpike board member said the deal should give the agency breathing room to delay any increases.

Patrick taps Aloisi to be transportation secretary

After a week of speculation, Gov. Deval Patrick announced on Friday that James Aloisi will serve as the state's next transportation secretary.

"Jim brings a deep understanding of the challenges we face in reforming our transportation network," Patrick, a Milton Democrat, said in a statement. "He will be a skilled and energetic advocate for our reform agenda."

Patrick's announcement comes after a week of reports that Patrick was considering replacing Bernard Cohen, who resigned from the post this week, with Aloisi.

Officials bash toll hike plan

BOSTON - A group of local officials, ranging from Boston Mayor Tom Menino to several state legislators, railed against a proposed toll increase at a hearing of the Joint Committee on Transportation Wednesday.

The hearing, the third of four on the challenges faces the state's transportation system, was intended to focus on proposed legislation that would increase the state's gas tax as an alternative way to increase revenue. But before that was discussed, several lawmakers expressed the outrage of their constituents with regards to the proposed toll hikes.

Committee chairmen hit Patrick’s transportation plan

BOSTON - The chairmen of the state Legislature's Joint Committee on Transportation were quick to criticize Gov. Deval Patrick's transportation plan on Tuesday, saying that it doesn't take into account all of the challenges facing the state's transportation system and that the administration took too long to deliver the proposal.

Analysts chime in: Transportation debate carries political repercussions

As Beacon Hill continues to debate how to pay off more than $2 billion in Big Dig debt, an increasingly political fight is brewing between Gov. Deval Patrick and members of the legislature that has many observers speculating that no one will emerge unscathed.

"Expect a circus," said Dennis Hale, a political scientist at Boston College. "It's not going to be very pretty."

SurveyUSA: 50 percent disapprove of Patrick’s job performance

A poll released this week shows a downward trend in Gov. Deval Patrick's job approval ratings, as 50 percent of respondents do not approve of the job he is doing while 45 percent do.

The SurveyUSA/WBZ-TV survey of 600 Massachusetts voters was conducted Nov. 21-24 and released on Wednesday.
