Maryland Gov. Martin O'Malley, a Democrat, is hardly quiet about the fact that Hillary Clinton is his choice for president.
So when U.S. Rep. Albert Wynn decided a week ago he would resign from Congress in June it presented O'Malley with an interesting decision to make. Under Maryland law he, and only he, can decide whether to hold a special election to fill the seat and when to hold that election. If or when a special election occurs it will impact the Democratic presidential contest.
