Tightening Up the Initiative Process

Yesterday, the Oregon House approved a number of changes to Oregon's initiative system. Briefly, the bill: Gives the secretary of state the legal tools to prohibit someone from registering as a paid signature-gatherer if convicted of fraud, forgery or identity theft. Allows the secretary of state to conduct background checks to check the criminal history of prospective signature gatherers. Requires petitioners to turn in original signature sheets once per month, providing more time for elections officials to process sheets and more time for petitioners to address problems. Elections matter. Democrats deliver on affordable housing.

Today, the Oregon House passed a bill, HB 2436, that raises the fee for recording a real estate title from $11 to $26. The fee, which would generate at least $15 million over the next two years, would be dedicated to affordable housing. House Republicans: ‘It’s going to be difficult to have a bipartisan atmosphere’

A spokesman for the Oregon House Republicans said that several bitter State House campaigns would make it difficult to work together in a non-partisan fashion when the legislature reconvenes in 2009.

“It’s going to be very difficult to have a bipartisan atmosphere next session,” House Republican spokesman Nick Smith said. “It’s going to be very difficult because of the way FuturePAC ran their campaigns.”
