SD-7: Chris Edwards unanimous pick for State Senate

The Lane County Commission announced today that they've appointed Rep. Chris Edwards to the State Senate - in a unanimous decision. He replaces Vicki Walker, who was appointed by the Governor to lead the state parole commission. In the House, Edwards currently represents HD-14, which includes parts of west Eugene and Santa Clara, Junction City, Cheshire and Alvadore. The Senate district includes the parts of Eugene represented by Rep. Nancy Nathanson in HD-13. The Senate seat will be up in the November 2010 election. Taxpayer Association Update: More attacks on charter schools

Senate Bill 767 is another attempt to add more constraints on charter schools and virtual charter schools in particular. Senate Bill 767 was introduced at the request of Confederation of Oregon School Administrators, American Federation of Teachers-Oregon, Oregon School Employees Association, Oregon Education Association. The bill requires virtual charter schools to hire only licensed teachers. It also prevents increased enrolment unless 50% or more of the students are from the district in which the virtual charter school is located. The bill also requires the President of the Senate to set up a work group to evaluate virtual charter schools and produce a report that may include recommendations for legislation in the 2010 session.

Oregon House Passes National Popular Vote

Oregon could become the fifth state to implement a plan to circumvent the electoral college. Today the House voted overwhelmingly to send the legislation to the Senate. Four states have endorsed legislation to ban the current system, which awards all the electoral college votes in a state to one candidate. The states pushing for direct election are Hawaii (4 votes), Illinois (21), Maryland (10) and New Jersey (15). Oregon has 7 votes. The National Popular Vote would take effect when and if enough states equaling 270 electoral votes -- a majority --approve the legislation to join the multi-state compact. Discuss.

Quick Hits: Action and Inaction in Congress

Argh. In a big surprise, the wilderness area protection bill (S. 22) - which included the long-awaited Mt. Hood Wilderness Area - was defeated in the U.S. House by just two votes. Apparently the bill required a two-thirds vote to pass - under some arcane House rules. (I thought the House was the body without supermajority rules?) From the Washington Post: The measure -- which has passed the Senate already and would represent one of the largest expansions of public lands in a quarter century -- received 282 aye and 144 nay votes, leaving it two votes shy of passage....
