Rarely is the question asked, is our children mayor learning?

Well now, that didn't take long.

The good press garnered by the G-20 Summit in Pittsburgh -- especially the "Eds and Meds" meme -- is being countered with this headline in today's USA Today:

The article notes that the Pittsburgh Council on Higher Education plans to challenge Lil Mayor Luke's 1% college tuition "privilege" tax in court.

Moreover, our Overlords will likely reject Ravenstahl's budget partially based on the probable unenforceability of this tax (seems that they've been getting some letters about this issue).

And, what does City Council think about the proposed tax? Here's one vote it won't get (from an email from City Councilor Bill Peduto):
Thank you for taking the time to email me regarding the proposed student tax.

Pittsburgh's Bubble Zone Gets Pricked

The 3rd U.S. Circuit Court of Appeals has ruled that the City will have to choose whether Pittsburghers seeking medical attention will be harassed at the doors of medical facilities or be stalked on the way to medical facilities. Apparently allowing Pittsburghers to seek medical care sans some sort of direct intimidation is too much to ask.

Of course, when I write "Pittsburghers" I mean women in Pittsburgh attempting to enter women's clinics because no one is, say, stalking men going to get Viagra prescriptions.

From the Post-Gazette:
That was the opinion of the 3rd U.S. Circuit Court of Appeals on Friday in striking down a 2005 Pittsburgh ordinance that limited the rights of pro-life protesters at medical facilities where abortions are performed.

iBurgh @ Netroots

(Still playing catchup from being ill.)

By now, you've all hopefully have heard about iBurgh: the first iPhone application for registering citizen complaints through a mobile phone. You also know the part played by Councilman Peduto in trying to advance "e-democracy."

Peduto hosted a panel at Netroots Nation 2009 called "How Technology Can Enhance Democracy in Pittsburgh and Beyond."

Pittsburgh City Council Looks to Technology to Expand Democracy

Pittsburgh City Councilman Bill Peduto will hold a press conference today at 1:00 PM in the City Council Conference Room prior to a special session of Council. The purpose of the session is to "look at the use of new media and technology in the advancement of democracy."

We're talking things like: local government iPhone applications, live-streaming of meetings, instantaneous feedback from constituents, and deliberative polling.

Also participating today will be:

    Act 47: There's going to be a showdown

    Pittsburgh City Council will likely vote on the Amended Act 47 Recovery Plan today.

    Yesterday in an email blast, Councilor and Finance Chairman Bill Peduto wrote:
    As of this moment, it is still unclear whether or not City Council will support the plan. The Act 47 coordinators have requested final action before July 1st, when collective bargaining begins for most of the city’s workforce. Tuesday is June 30th and the plan still lacks the five votes it needs.
    He's quoted in today's Post-Gazette (posted at midnight) as saying:
    The new fiscal plan for the city, under state Act 47 for distressed municipalities, "is far too important to vote down," said council Finance Chair William Peduto.

    bram on my teevee

    Bram Reichbaum of The Pittsburgh Comet blog spoke at today's Pittsburgh City Council meeting today during Public Comment.

    He applauded Council for deciding to put their meetings on the Internet, but asked them to make the video downloadable. He explained that while Allegheny County Council has video of their meetings available to view, it is not downloadable and therefore not editable. If, for example, you want to direct your blog readers to a particular comment made during a County Council meeting you can only provide them a link to a six hour meeting and tell them it's three hours in.

    Councilor Bill Peduto said that Council wants to make the video not only downloadable, but also searchable and embeddable. [Yeah!]

    Note: In the course of Bram's comments he gave a shout out to numerous blogs that cover Pittsburgh politics . . . 2pj not being among them. Thanks, Bram. ;-)

    Some notes for today's primary election

    • The ADB has a press release from Councilwoman Smith.
    • Slag Heap considers what a Zappala Peck win would mean.
    • Infinonymous notes that Ravenstahl can't even be trusted with taking care of the beer.
    • The Pittsburgh Comet finds that Tony Ceoffe ♥ scofflaws.
    • I will be voting for Patrick Dowd for mayor and Hugh McGough for Court of Common Pleas and cribbing from Progress Pittsburgh's Big Endorsement List (among other lists) for judicial votes (Barbara Behrend Ernsberger, Joe Williams, Susan Evanshavik DiLucente, Alex Bicket, Philip Igneizi, Anne Lazarus).
    • If I was in District 2 I'd vote for Georgia Blotzer, if I was in district 4 I'd vote for Natalia Rudiak, if I was in District 8 I'd vote for Bill Peduto, if I was in Wards 9 & 6 I'd vote for Susan Banahasky, and if I had to choose between Motznik and Diven I'd get a really big hammer and a really big steel spike and drive it into my own head.

    This Just In (Part II), Progress Pittsburgh PAC Endorsments

    Progress Pittsburgh PAC (P2PAC) announced their endorsements for the May 19th primary. This is the first time that P2PAC has endorsed candidates.

    As they put it:
    P2PAC develops, supports, and helps to elect candidates who demonstrate vision, progressive values, and electability. It considers candidates whose districts touch the City of Pittsburgh, and supports candidates that will make good, progressive leaders at higher levels of government.
