This has the makings of a great party. Lots of excitement. Just announced at the blogger table Annise 29.2 Locke 27.4 Brown 25.1 and Morales 17.25. Staff is very excited. Beer is not free. Crowd just got a glimpse of the results. Everyone is happy. So far.....

Morales. The biker vote must have come out because no one predicted 17% of the vote. This should be exciting. State Representative Jessica Farrar just walked into the room make the rounds.

Cap Wrap - Senate Showdown & Bans on Drive-By Calling

Today, at the Capitol ...

- The forecast calls for strong thunderstorms in the Senate today as a "committee of the whole" takes up a controversial voter ID proposal. Testimony and debate over the deeply partisan issue begins at 10 a.m., and could last until early Wednesday morning ...

Shapleigh speaks at pro-immigration conference

Immigration activists and Democratic lawmakers gathered this morning to promote "practical immigration policy." They said that immigrants, both documented and undocumented, provide great assets to the Texas economy, and that restricting or persecuting them would be a mistake.

They said a number of bills under review right now - including efforts grant immigration enforcement duties to local law enforcement, and proposals to restrict non-citizen access to public universities - are unhelpful and, occasionally, mean spirited.

"Every single person in this room stands for strong, safe communities. And we believe that the border is a place where we need to differentiate and talk about safety one way, and immigration another way," said Sen.

Dutton questions Speaker's respect for black members

Veteran state legislator Harold Dutton, D-Houston, is still chafing over House committee assignments and the perceived lack of respect by new Speaker Joe Straus for African American members.

Straus, R- San Antonio walked to Dutton's Capitol office last week for a visit and later met with the House Black Caucus.

Straus thought he had a good meeting with Dutton.

But Dutton says the speaker "wasn't aware that 14 committees didn't have any blacks on them."

"Is that a sort of an innocent ignorance or is that indicative of a 'I really don't give a flip attitude?'" wonders Dutton, who had supported then-former Speaker Tom Craddick, R-Midland.

House Democrats organize; look more like Congressional Democrats

Texas House Democrats have reorganized, creating more leadership spots and new whip positions in an effort to better promote issues they think will resonate among ordinary Texans.

The new structure will also decentralize some of the power of Rep. Jim Dunnam, D-Waco, who proposed the changes. Dunnam becomes leader of the House Democrats and Rep. Jessica Farrar, D-Houston, moves up to caucus chair.

Democrats will form a policy and steering committee and a rules committee, much like their colleagues in Congress.

Texas politicians always took pride in staying more bipartisan than Congress. The Texas House chamber, itself, is not divided by partisanship, Farrar noted. But Democrats want to better organized.

Rep. Jessica Farrar Elected New Chair of House Democratic Caucus

Cool news! From her press release:
On Thursday, February 19, 2009, the Democratic Caucus of the Texas House of Representatives elected State Rep. Jessica Farrar (D-Houston) Chair for the 2009-10 term.

Rep. House Committee Assignments: Partisan Make-up and Thoughts

All I've done for the last two hours is examine the numbers and look at the makeup of the Committees in the Texas House. I haven't talked to anyone, for the record, other than Matt Glazer about all of this. Here are the big picture take-aways, along with my thoughts on all of the individual Committees.

  1. 26 Republican, 8 Democrat - The True Partisan Balance of the Committees

    Of the 34 House Committees, Republicans are Chairs and/or have a majority on 26 House Committees. That means for 26 House Committees, Republicans either control what legislation is set by virtue of being Chair of the Committe, or they can block any legislation that is "too Democratic" because they hold the majority of votes on the Committee.

House Committee Appointments: 18 Republicans, 16 Democrats

Here's the list

11:30am, Initial thoughts:

Rep. Straus has balance in the Committee appointments, in terms of raw numbers. The only major Committee that is surprising, to me, is Rep. Rene Oliveira to Chair Ways & Means. That means that Democrats will be responsible for tax policy this session -- that could be very interesting.

If I had one ticket to see any Committee all session, it would be State Affairs. Just look at the names -- Solomons Chair, Menendez Vice-Chair...and then Byron Cook, Tom Craddick, Pete Gallego, Sylvester Turner, David Swinford, Rene Oliveira, Charlie Geren, David Farabee, Delwin Jones, Eddie Lucio III, Harvey Hilderbran, Diana Maldonado (what an appointment for her!).
