Juan Garcia: Confimation Process and More


As KT noted earlier, former State Representative and Commander in U.S. Navy Juan Garcia has been tapped by President Barack Obama to become the next Assistant Secretary of the Navy (ASN) for Manpower and Reserve Affairs.

Since Garcia will be the second Texan to be nominated for a Senate confirmable position (Ron Kirk was the first), there should some dissemination what this position involves, and how Garcia fits.

This is a position rich in history. Previous individuals who have served as Assistant Secretary of the Navy include Theodore Roosevelt, Franklin D. Roosevelt and more recently the current U.S. Senator for Virginia, James

TDP: Congratulations to Ron Kirk

Yesterday KT wrote, Ron Kirk was confirmed as US Trade Representative in a bipartisan vote of 92 - 5.

This morning the Texas Democratic Party (TDP) chairman Boyd Richie added:

"I congratulate Ron Kirk on his confirmation yesterday.  There is no one better suited to serve Americans as our U.S. Trade Representative, and all Texans can be especially proud to see Ron take on this great honor and responsibility.  Throughout his career, Ron Kirk has always put public service first.  While Mayor of Dallas, he demonstrated his ability to bring people from all walks of life together to make that city a better place to live.  Ron served all Texans as our Secretary of State and I'm confident he will provide the same kind of service for all Americans."

It is good to see Texas Democrats working in the White House again.

Former Dallas Mayor Ron Kirk Confirmed as US Trade Representative

We'd be remiss if we didn't at least make mention of this today, even if a bit late. Former Dallas Mayor and 2002 US Senate candidate Ron Kirk was confirmed by a vote of 92-5 in the US Senate to join President Obama's cabinet as US Trade Representative. Both of Texas' Senators voting in favor of confirmation.

Those opposed?

GOP Sens. Kit Bond of Missouri, Jim Bunning of Kentucky and Johnny Isakson of Georgia opposed the nomination, as did one Democrat, Robert Byrd of West Virginia, and Vermont independent Bernie Sanders.

Ambassador Kirk's ex-legal partners are very proud

No statement from Ron Kirk yet through the US Trade Representative office. But his law firm, Vinson & Elkins, just released a statement in his name. It doesn't focus much on trade policy.

The firm said he officially resigned as a partner on Monday, and notes that last year, the National Law Journal named him one of the "50 Most Influential Minority Lawyers in America."

Congratulations, Ambassador Ron Kirk

The Senate voted 92-5 to confirm Ron Kirk, the former Dallas mayor, as the new U.S. Trade Representative, a cabinet-level post that comes with the title "ambassador." The final tally was announced at 2:28 p.m., Capitol Hill time.

Both Texas Republicans voted for Kirk, Kay Bailey Hutchison and John Cornyn, who beat him in the 2002 Senate race.

The five no votes came from three Republicans (Kit Bond of Missouri, Jim Bunning of Kentucky and Johnny Isakson of Georgia), one Democrat (Robert Byrd of West Virginia) and one independent (Bernie Sanders of Vermont).

Unclear what their beef is with the guy who'll be in charge of beef export policy.

Ron Kirk: Senate begins voting after Hutchison lauds nomination

The Senate has just begun voting on Ron Kirk's nomination. They didn't come close to using all 90 minutes set aside for his debate. Instead, senators focused on other business, with a handful popping in and out of Kirk/trade issue.

Texas Sen. Kay Bailey Hutchison just held the floor for a few minutes, offering "strong support" for Kirk, whom she has known for years.

"We both live in Dallas and I have really enjoyed a great relationship," she said. "... He did a wonderful job as mayor of our city and ... I know that he can get things done. He's very bright.

Ron Kirk confirmation: McCain will vote aye "with some reluctance"

The Senate has begun the confirmation hearing for Ron Kirk's nomination as U.S. Trade Representative.

Sen. John McCain, R-Ariz., is the first senator at the microphone.

``With some reluctance I will vote to confirm Mr. Kirk's nomination," McCain said. "... It's pretty obvious that Mr. Kirk has been less than forthcoming on a number of trade issues that affect this country, and some of the positions he has articulated are very dangerous."

McCain cited Congress' recent insertion of a "Buy American" provision in the stimulus plan, and its decision to bar Mexican trucks - a violation of NAFTA that prompted Mexico to announce retaliatory tariffs against $2.4 billion in U.S. goods this week, though it wasn't clear why he holds Kirk accountable for that. "The signal that that sends to the world that the united staes is on a path to protectionism," he said.

Ron Kirk one step closer to "Cabinet rank"

A Senate committee has just given the green light to turning former Dallas Mayor Ron Kirk into -- in official parlance -- "United States Trade Representative, with the rank of Ambassador Extraordinary and Plenipotentiary."

We keep calling the post a member of the Obama Cabinet. Technically, it's a job with Cabinet rank, and that's not quite the same. For one thing, in case of catastrophe, responsibility for the continuity of government will never ever fall to the Trade Rep.

In fact, the last time someone in Congress tried to add a few extra slots to the presidential succession list, Trade Rep didn't even make the cut.

Obama: Cabinet lacks Southernors, but "I love the South"

President Barack Obama is shrugging off the dearth of Southerners in his cabinet. Not a one. Coincidence? He did lose most of the Confederate states in November.

"I love the South," Obama said earlier this afternoon in a wideranging interview with The Dallas Morning News and a few other papers-- including a couple on the far side of the Mason-Dixon Line from Illinois.

Obama noted that he's got some Southern aides, among them press secretary Robert Gibbs, an Alabama native, but said geography wasn't top of his mind as he assembled his team.

"I've got to admit that we have thought a lot about finding the very best people for the jobs, and haven't been thinking with great intensity about regionalism," said the Hawaii-born president.

Ron Kirk confirmation hearing ends

That was a like one of those speed dating things you see on TV. Chairman Baucus ended the Kirk confirmation hearing 48 minutes after it started. By then, every other senator had hightailed it to the Senate floor for votes. They've got til tomorrow afternoon to submit written questions to Kirk. He'll have some time after that to respond, and eventually he'll get confirmation votes in the committee and full Senate.

No questions asked about his tax problems. A few senators commented on them, by way of forgiving him his lapses.
