$28 million in Vt. state budget cuts

Today in Montpelier, the Douglas administration released a list of $28 million in budget cuts to the Legislature's Joint Fiscal Committee. The cuts are based on how much the economists expected revenues coming into the state to shrink.

The cuts come in bits and pieces all over state government. They include $6.8 million left over from last year and $7 million in labor savings that means we'll have another dance between the union and the administration over contract concessions and if not those, then layoffs. A $565,000 cut to the Legislature would mean a shorter 2010 session.

The Joint Fiscal Committee did not vote on the plan, but has 21 days to do so.

When Democrats overrode the budget veto of Gov. Jim Douglas in June, they made Vermont history. Never before had lawmakers overturned a budget veto, and never before had they overturned two vetoes in one session.

More explicitly, never had Democrats — despite holding significant majorities in the House and Senate for the past six years — successfully held their ground against Gov. Douglas.

No Deal

Budget negotiations between the legislature and the administration – which had been going on all weekend and today – broke down at about 2:20 with no prospects of a deal before 5:00 PM when Governor Douglas will veto the budget...

Veto session June 2

Mark your calendars, kids. Gov. Jim Douglas will veto the budget bill and is calling the Legislature back June 2.

"If my only choice is between allowing your fiscal 2010 budget to become
law or a veto, I must choose veto," Douglas' letter says. "I cannot abandon
Vermonters' long-term economic security for short-lived political accord."

Douglas acknowledged in the letter that the Legislature may be able to override his veto.

"If this budget becomes law over my veto _ and despite my repeated attempts to
forge a compromise that puts the public interest over special interests _ I am
prepared to accept that outcome. But understand that what you reap is what
you sow; the adverse effects of your tax and spending choices will ripple
through the Vermont economy for years to come and those consequences will be
your sole responsibility.

Governor Douglas has a decision to make. Sign the legislature's budget with its tax increases, subsidies to favored constituents, and overall spending increases to include $200 million (6.9%) in the area of human services where Vermont already leads the nation...

The job cut list

At this point, I don't know where folks can find the list of 320 job cuts the Douglas administration released Wednesday.

Reporters were handed paper copies at the briefing. (How old-fashioned!)

I've asked if the list is or could be posted. Stay tuned.

The choice: Pay and benefit cuts or 320 layoffs

The Douglas administration has put two options on the table for state employees to ponder. The choices are something lawmakers will have to consider as well as they write their versions of the budget.

To fill the big gap in tax revenues that has developed as a result of the slowing economy, Gov. Jim Douglas first suggested he would need to layoff 600 workers. Actually he proposed 660 layoffs of which 60 were spelled out within his budget. The other 600 were to be identified later.

Wednesday, the administration identified 320 jobs that it was prepared to eliminate -- a lot fewer than the previously announced 600 because the administration would be willing to find some of the $17 million in payroll savings by going along with a concession the Vermont State Employees Association put on the table.

Regional Forum on Health Reform

The Obama Administration has asked governors to host regional forums on health reform. The forum in Vermont is on St. Patrick’s Day, March 17th at the Davis Center, UVM, hosted by Governor Douglas and Massachusetts Gov. Deval Patrick.

Pollina takes issue with Obama

On St. Patrick's Day, Gov. Jim Douglas will host one of five health care forums the Obama administration is holding around the country. Mind you, this was the Obama administration's idea, and they turned to their new best Republican friend, Jim Douglas.

So how is this going over among those who've never seen Douglas as much of a health-care reformist? Funny you should ask, because Anthony Pollina has some thoughts on that:

While Vermonters are fighting to maintain health care services, even in hard times, Douglas is leading the charge to throw people off health care programs and raise costs for lower income and middle class working families.
