Do you suppose Shap Smith has the votes?
The Speaker of the House needs 100 of them - that would be 99 of his fellow-Democrats, Progressives, and independents (and possibly a Republican defector if needed?), plus himself, to over-ride Gov. Jim Douglas’s veto of the Fiscal Year 2010 budget and tax package.

Budget summit part II

The governor and legislative leaders met again today. Again, it was cordial. Again, they are optimistic. Again, they would say nothing about what really went on.

House Speaker Shap Smith did say they didn't get thrown out even after making clear that their position was that some new tax revenues are necessary.

They might have gotten thrown out if they hadn't indicated they'd be willing to yield on shifting some money from the Education Fund to the General Fund.

They meet again on Friday. We can see if the cordiality and optimism continue.

Speed of compromise a surprise

Vermont House Speaker Shap Smith, D-Morristown, has been working the phones for the past few days, trying to get other House speakers to join him in a letter to Congress about the pending stimulus package.

He'd said he had called speakers in Maine, Connecticut, Oregon, Rhode Island, New Jersey -- to name a few. He had hoped to have a group letter ready for delivery at 5 p.m. Wednesday.

Then he heard that the U.S. Senate and House had essentially reached agreement on the stimulus package -- just a day after the Senate passed its version.

That was unexpectedly fast. And it short-circuited Smith's effort to try out some speaker muscle.

Clinton camp details final push

The Clinton Vermont campaign is outlining its final 24-hour push in the state.

It is planning visibilities in Bennington, Rutland, Manchester, Norwich, Brattleboro, Burlington, Middlebury, White River Junction. Phone banking will be taking place in Burlington and Rutland.

Appearing on Clinton’s behalf at campaign events will be surrogates Madeleine Kunin, Sara Kittell, Daryl Pillsbury, Shap Smith, Johanna Donovan and Allison Clarkson.
