Rep. Brendan Williams rises to defense of Labor Council

State Rep. Brendan Williams, D-Olympia, is looking at the state law which the state Public Disclosure Commission will be looking at after the State Patrol forcibly handed off the whole "e-mail" case to the elections watchdog agency.

If you'll recall, the State Patrol announced yesterday it couldn't find a state law that was violated by the e-mail the was CC'ed to four legislators, an e-mail in which the Labor Council laid out its strategy for lobbying the Worker Privacy Bill.

I'm posting Williams' e-mail because he cites the same civil statute that PDC executive director Vicki Rippie mentioned yesterday when I asked her if the PDC had requested the material from the WSP.

Senate passes retro reform (SB 6035)

Moments ago the Washington State Senate acted on another of NPI's 2009 legislative priorities by passing a bill to reform the state's retrospective ratings system. Six Democratic senators go on record opposing Homeowner's Bill of Rights

Earlier today, as NPI reported, the Washington State Senate passed SB 5895, the 2009 version of the Homeowner's Bill of Rights. While the victory is significant - and everyone who helped lobby for the legislation should be proud of their efforts - the margin of victory for this year's bill was as narrow as it could have been.

Twenty five senators voted in favor of the bill. Twenty four senators voted against. The Senate is comprised of only forty nine senators. Pretty simple math.

Joining the entire Republican caucus (always happy to oblige the BIAW) in opposing this critical consumer protection bill were six Democrats: Senators Sheldon, Haugen, Kilmer, Jarrett, Ranker, and Shin.

Homeowner's Bill of Rights introduced in Senate by 48th District's Rodney Tom

Last Wednesday, as our Executive Director reported, the House Judiciary Committee held a public hearing on HB 1045, a reshaped Homeowner's Bill of Rights proposal sponsored by Representative Brendan Williams. HB 1045 unfortunately seems doomed to remain stuck in committee, but there is good news from the Senate side: Senator Rodney Tom has introduced his own revised version of the Homeowner's Bill of Rights: SB 5895, which is cosponsored by Senators Kohl-Welles, McDermott, and Fraser.

The bill's rather long description reads:
Addressing residential real property construction improvements through consumer education, warranty protections, legal remedies, municipal liability, third-party inspections, contractor registration requirements, worker certification standards, and bonding requirements.

Representative Flannigan blasts BIAW for opposing Homeowner's Bill of Rights

Yesterday, the House Judiciary Committee met in House Hearing Room C of the John L O'Brien Building in Olympia to hold public hearings on two bills that would change Washington State law to protect homebuyers and homeowners.

The first bill, HB 1045, is sponsored by Representative Brendan Williams and is based on Homeowner's Bill of Rights legislation from years past.

The second bill, HB 1393, is sponsored by Representative Larry Springer (D-45th District), and is supposedly the product of a task force Springer led at the request of House Speaker Frank Chopp. (We don't know much about what the task force did or when it met; we were never formally invited to participate in it).

Tough talk today at hearing on homebuyer rights

Those are just a few of the parts of HB 1393, a sweeping measure sponsored by Democratic Rep. Larry Springer of Kirkland.

"These folks all chose poor contractors," Doyle said.

Doyle and Harris mostly ignored HB 1045, which is proposed by builder nemesis and Democratic Rep. Brendan Williams of Olympia. But they said the warranties offered in the bills would harm builders, making insurance harder to get for contractors and driving up costs of housing.

"This bill will eliminate customer choice because many of the smaller builders will no longer be in business. They also will be forced to use the best and most expensive practices possible when they are finished doing a job," Doyle testified.

Rossi camp responds to deposition ruling

Dino Rossi's campaign for governor has officially responded to this afternoon's ruling by King County Judge Paris Kallas calling for Rossi to be deposed in the BIAW fundraising lawsuit.

They blame Gov. Chris Gregoire for what they see as a politicization of a non-issue, and something that has already been taken care of when Rossi testified in front of the Public Disclosure Commission for similar purposes last year.

Rossi must give deposition in BIAW case before election

King County Judge Paris Kalls ruled today that Republican gubernatorial candidate Dino Rossi will have to give a deposition on his alleged role in helping the Building Industry Association of Washington coordinate its fundraising on behalf of Rossi's campaign.

The BIAW's ChangePAC has spent $7 million on Rossi's behalf this election.

With money in the bank, no word from DGA on Evergreen state plans

The Democratic Governors Association, one of Gov. Chris Gregoire's largest third party backers, announced today that it had broken its own record for annual fundraising, having raised $18.7 million through three quarters. 

So far they said they have put $3.8 million of that right here into Washington state, $2 million of which has gone toward the group Evergreen Progress including a $1 million dollar contribution as recently as September 22.
