Thurston County projects in the state capital and transportation budgets

I'm a little late to the party on this news release, which came out Friday. I focused primarily on the Pierce County aspects of the capital and transportation budgets. Here's the view from Sen. Karen Fraser's office.

Gregoire weighs veto of budget provison that turns state auditor into 'bounty hunter'

Gregoire to act today on 4-day school week, 'green' jobs and other bills

The 4-day school week actually is a sort of shorthand for HB 1292, which would let several small school districts get themselves exempted from the 180-day minimum school year as long as they provide the required hours of instruction. A 4-day week is just one route.

Hobbs: Gregoire's veto of in-state requirement for public artists shows program is a 'sacred cow'

State Sen. Steve Hobbs, D-Lake Stevens, at first wanted to suspent the half-percent for art program for 2 years to save about $6 million. There was too much resistance to that, so he settled for an amendment to the state capital budget, one that would have limited public art contracts only to Washington residents.

On Friday, Gov. Chris Gregoire vetoed that, too. Hobbs said he agrees with The Guv most of the time, but not this time.

“This veto establishes the public arts program as a sacred cow at a time when vital state services are being slashed and people are losing their jobs," Hobbs said.

Obama names Jenny Durkan U.S. Attorney for Western District

It isn't a real shocker because her name had topped the lists of potential candidates. But Seattle attorney Jenny Durkan has officially been appointed U.S. Attorney for the Western District of Washington.

Durkan is 51 and has been around politics and government her entire life. Her father is the late Martin Durkan, a powerful state senator and lobbyist who twice ran for governor as a Democrat. Durkan was a top aide to Gov. Mike Lowry and has handled legal work for Gov. Chris Gregoire, especially representing the governor in the legal challenge to the 2004 election.

New York Times puts Chris Gregoire on Supreme Court list

In its story on the possible retirement of David Souter from the U.S. Supreme Court, the New York Times ventures into heavy speculation on President Obama's first appointment.

No sources are listed but the reporters suggest that since Obama once praised former California Gov. Earl Warren's service on the Supreme Court that he might be looking at a politician rather than a legal expert.

"During the campaign, Mr. Obama spoke of his admiration of former Chief Justice Earl M. Warren, citing as a special virtue his practical political experience as a former governor of California. If Mr. Obama were to look to a political figure with a strong legal background, he could turn to an old friend, Deval Patrick, now the Massachusetts governor, Christine Gregoire, governor of Washington, or Jennifer M. Granholm, governor of Michigan."

Let the speculation begin.

Washington's pre-paid tuition program: 100,000 students

The news release below says the deadline for buying into the Guaranteed Education Tuition program at current rates is next week, March 31.

Who knows what's going to happen to tuition at Washington's state colleges after the Legislature finishes writing its budget. Gov. Chris Gregoire recommended 7 percent tuition increases at the 6 four-year colleges and 5 percent at the two-year colleges for each of the next two years.

But now there is talk -- by her, for sure; perhaps by legislators -- to tack surcharges of 3 to 7 percent on top of those increases. It could effect the GET program, depending on how those surcharges are structured.

DelBene team already coming together

Suzan DelBene, the first declared Democratic candidate for Washington's eighth congressional district (WA-08), announced yesterday in an email to supporters that she is hiring several people to fill key positions in her campaign.

DelBene's campaign manager will be Kelly Evans, who successfully led Chris Gregoire's reelection effort last year and served as the campaign manager in the fights against both Initiative 912 (2005) and Initiative 933 (2006).

DelBene's media consultant will be Dan Kully, of Laguens Kully Klose. Like Evans, Kully was part of the teams that helped defeat Initiatives 912 and 933. He put together Darcy Burner's media last cycle, and was responsible for the widely praised ads that helped propel Jon Tester to victory in Montana in 2006.

Worker Privacy: Killing the bill let reluctant votes off the hook

First, I have to acknowledge the valuable contribution by Curt Woodward, Associated Press reporter, who requested the exchange of e-mails between the governor's office and others about the Worker Privacy bill, which was killed by Gov. Chris Gregoire, House Speaker Frank Chopp and Senate Majority Leader Lisa Brown.

The rest of the press corps merely piggybacked on Curt's request. I singled out this particular e-mail because the Boeing lobbyist was telling the governor's main Boeing liaison that the Worker Privacy Bill, which was being pushed by Labor, was on the verge of winning approval by the Legislature. That was gonna be bad news for Boeing.

Senate passes retro reform (SB 6035)

Moments ago the Washington State Senate acted on another of NPI's 2009 legislative priorities by passing a bill to reform the state's retrospective ratings system.
